Pikachu is officially a Mouse Pokémon, not a rabbit. The apparent contradiction is that its designer, Atsuko Nishida, said she did not set out to make a mouse; the mouse category was assigned after the character’s design.
What does the official Pokédex call Pikachu?
The Pokémon Company’s Pikachu Pokédex entry lists it as #0025, in the Mouse category, and identifies its type as Electric. The entry also describes the small electric sacs on its cheeks. That is Pikachu’s official classification; it is not listed as a rabbit.
Why did Pikachu’s designer say it was not meant to be a mouse?
In The Pokémon Company’s “Creator Profile: The Creators of Pikachu,” character designer Atsuko Nishida explained that she had not intended to make a mouse. She said: “Pikachu is not particularly mouse-shaped, and a Mouse Pokémon named Rattata already existed, so I actually hadn’t intended to make it a mouse.”
Nishida also described the name as separate from a mouse-design intention: “pika” suggested a flash of light, while she chose “chu” for its sound and because it suited the character’s size. The Pokédex’s Electric-type classification and its description of Pikachu’s cheek sacs fit the electric imagery, but they do not change its official category.

When was the Mouse Pokémon category assigned?
Ken Sugimori, another character designer, said the classification came after the design. In the same creator profile, he said: “Making Pikachu a Mouse Pokémon happened after the fact. I think Mr. Tajiri [the president of GAME FREAK], who wrote the setting text, made that decision.” Nishida’s comment concerns what she intended while designing Pikachu; Sugimori’s concerns the later category assignment.

Rabbit is a possible visual impression, not Pikachu’s official identity. The sources establish that Nishida did not consider the design particularly mouse-shaped and did not intend specifically to make a mouse. They do not establish that Pikachu was designed as a rabbit. Appearance, original design intent, and the franchise’s later Pokédex category are different questions.
