Inside the Struggle to Create a Cozy Lord of the Rings Game

Wētā Workshop set out to make a peaceful Hobbit-life game centered on food and community. The development story also includes disputed staff allegations of crunch.

Tales of the Shire: A The Lord of the Rings Game was designed as a gentle Hobbit-life simulation: cook, garden, fish, decorate a home and build community in Bywater. But its development story has a harder edge. Wētā Workshop described a deliberate effort to make a peaceful game, while launch-period reporting relayed staff allegations of crunch that the studio disputed. The available accounts do not settle that disagreement.

Why make a cozy game in Middle-earth?

Creative director Stephen Lambert said the idea took shape during the COVID period, when the world felt full of stress and anxiety. The team wanted to make “that place of peace and relaxation,” with cooking and community at the center. That makes the cozy tone more than a visual choice in the developers’ account: it was the intended emotional counterweight to a stressful moment. Lambert’s March 25, 2025 interview with PlayStation Blog lays out that ambition.

The game is set after The Hobbit and before The Lord of the Rings. Lambert said the team studied Tolkien’s families, events and histories to situate its story in that stretch of Middle-earth. Its aim, he explained, was “Hobbit-sized problems in a Hobbit-sized world”: local conflicts and relationships rather than a new world-saving quest. He also said the story was intended to work for newcomers while offering references for Tolkien fans. Those are the creators’ goals, not an independent verdict on how well the game meets them.

What does Hobbit life involve?

The play loop described by Lambert is built around domestic routines and neighborly ties. Players can cook, garden, fish, explore Bywater, meet residents and help them with their stories. Relationships contribute to progression, but the developers said players could also move at their own pace and maintain a slower routine rather than pursue every character’s story.

Cooking as a social activity

Meals are presented as a way to bring people together. Players find recipes and ingredients, prepare dishes by choosing quantities and adjusting elements such as stirring and seasoning, then serve food suited to guests’ preferences. The point, in the developers’ description, is not only to complete a recipe but to host neighbors and strengthen community.

A home shaped around Hobbit holes

Home decoration uses gridless placement, which Lambert connected to the curved, organic forms of Hobbit architecture. That approach gives decorating a less rigid feel than placing objects on a fixed square grid, and ties a practical customization feature to the setting’s distinctive homes.

Why Wētā Workshop chose this scale

Wētā Workshop brought prior Middle-earth design experience to the project, but its producers described Tales of the Shire as a different kind of adaptation. In a June 2024 interview with TheOneRing.net, lead producer Calliope Ryder characterized the visual approach as a “fairy tale lens,” making the Shire “really, really cozy.”

The producers also described a division of roles: Private Division supplied resources, marketing, distribution and production support, while Wētā Workshop made the game. Ryder said moving from no game experience directly to a AAA production would have been exceptionally difficult, so the team needed to find a scale appropriate to the studio. That is the producers’ explanation of the project’s direction; it does not establish a budget or prove that any particular feature was imposed by financial limits.

What was reported about working conditions?

A July 29, 2025 NZ Herald report relayed allegations from staff that The Verge had reported crunch periods during development. The Herald quoted one staffer saying they could not remember a time when they were not working beyond 50 hours a week. It also reported that nine staff were laid off in October 2024, leaving around 30 people working on the game, according to Wētā Workshop co-chief executive Dave Wilks. These are dated, attributed accounts, not a current staffing figure or a complete record of working hours.

Wētā Workshop disputed the allegations. The Herald quoted chief marketing officer Jessica Wallace telling The Verge: “There was no ‘crunch’ during the development of Tales of the Shire,” adding that deadlines were extended to prioritize team wellbeing and that staff worked under New Zealand employment agreements. Studio director Tony Lawrence told the Herald he had not seen crunch during his time at the studio, while acknowledging that hours could rise near deadlines. The staff account and the studio’s response differ; the reporting cited here does not independently resolve that disagreement.

How was the game received at launch?

The NZ Herald described reviews as mixed and reported bugs at release. It cited a Metacritic score of 61/100 from 19 critic reviews on launch day, July 29, 2025. That is a dated snapshot, not a current score or a measure of all players’ views. The report also contrasted a sharply negative IGN review with a more positive description from Indie Informer, reflecting a divided critical response rather than a single consensus.

The Herald quoted Lawrence saying a first-day patch was released and that the team would continue making improvements based on feedback. The launch-era report does not establish the game’s present technical condition, so it cannot support a current performance verdict.
