He describes huge mixed forces, but the few figures in the narrative apply to whole enemy hosts or to other peoples—not to Orcs alone.
Does Tolkien give a total number of Orcs in Mordor?
No. The books do not provide a census of Mordor’s Orcs, nor a defensible total for the Orcs deployed in its major battles. “How many” could mean the population living in Mordor or the troops sent to a particular battle; Tolkien supplies neither figure.
What does the Morannon passage say?
At the Black Gate, Tolkien writes: “Down from the hills on either side of the Morannon poured Orcs innumerable.” He then describes the enemy forces surrounding the Host of the West as “ten times and more than ten times their match.” (Tolkien, The Return of the King, 1955.)
The comparison describes the combined enemy force, not an Orc-only army. It establishes that the Host of the West was vastly outnumbered, but does not give an exact total or say what share of the enemy were Orcs.

How many Orcs fought at the Pelennor Fields?
The account of the Battle of the Pelennor Fields identifies about 18,000 Haradrim in Mordor’s host. That number belongs to the Haradrim, not the Orcs. The army also included Orcs and Easterlings in unstated numbers. The account calls it “but one and not the greatest of the hosts that Mordor now sent forth.” (Tolkien Gateway, 2025.)
So the 18,000 figure cannot be used as an Orc count—or as a total for Mordor’s forces. The narrative provides no Orc-only figure for the battle.

Do Mordor’s garrisons and supplies reveal its Orc population?
No. Tolkien describes garrisons and war forges in Mordor’s north, along with fields around the Sea of Núrnen worked to provision the armies. These details establish that Mordor had military infrastructure and a food supply system, but they do not state how many Orcs lived there or served in its armies. (Tolkien Gateway, “Mordor”.)

Calculations based on battle descriptions may offer estimates, but they are not numbers Tolkien states. They also depend on what is being counted: Mordor’s whole population or one battle’s deployment, Orcs alone or a mixed army that includes allied peoples, and the assumptions used to infer a total. Without those distinctions, a single number risks presenting speculation as canon.

The text supports a clear conclusion: Mordor’s forces were immense, but Tolkien does not specify how many Orcs it had.
