How Balboa Studios Almost Made Long Beach a West Coast Movie Capital

Balboa Studios turned Long Beach into a significant early filmmaking center, but the Horkheimers’ company collapsed in 1918. Production at the site lasted until 1922.

Balboa Studios made Long Beach a major filmmaking center for a few consequential years, but it did not turn the city into a lasting rival to Hollywood. The Horkheimer brothers took over an existing Long Beach film plant in 1913, built a large production operation, and helped make the city a destination for filmmaking. Their company collapsed into receivership in 1918; other producers continued making films at the site until 1922, before the property was demolished in 1925.

Long Beach was making films before Balboa

Balboa’s story began at a site with an earlier film-industry history. The California Motion Picture Manufacturing Company was incorporated in Long Beach in 1910. CSULB’s Balboa Research Archives describes it as the first film plant in the United States originating west of Chicago, while noting that documentation of its productions is limited. The Horkheimer brothers purchased the predecessor company and established Balboa Amusement Producing Company in 1913.

The downtown plant stood around Sixth Street and Alamitos Avenue. Balboa also used outdoor shooting grounds in Signal Hill, giving the operation room beyond its studio buildings. The distinction matters: Balboa’s own company operated principally from 1913 to 1918, but film production at the site began earlier and continued after the company’s collapse.

How large was Balboa Studios?

The City of Long Beach describes Balboa’s downtown operation as 20 buildings across 8 acres, with another 11 acres in Signal Hill used for outdoor shooting. A City historic-context statement says the workforce exceeded 250 people at its 1916 peak, counting employees, extras, and support staff. The same statement puts the studio’s value at about $500,000 by 1917. These figures indicate local scale, not a directly comparable ranking against other studios.

By 1917, the City says, Balboa had become Long Beach’s largest employer and its largest tourist attraction. The studio’s importance was not only local: CSULB’s archive characterizes it as the world’s most productive independent studio between 1913 and 1918. That is the archive’s assessment, not a universal ranking independently established by comparable production records.

Films, stars and a distribution network

Balboa’s reach rested on both production and distribution. CSULB’s archive describes a network involving companies and distributors including Paramount, Mutual, Pathé Exchange, and Triangle. Film serials associated with the studio include Who Pays?, The Red Circle, and The Neglected Wife.

A filmography by Thierry Lemoine, as described by CSULB, lists more than 237 productions for 1913–1918. That is a documented count for Balboa’s company years, not a complete tally of every production at the Long Beach site from its 1910 predecessor through the later companies’ final work.

Figures associated with Long Beach’s early film scene include Henry King, Ruth Roland, Baby Marie Osborne, Jack London, Buster Keaton, and Roscoe “Fatty” Arbuckle. Association with the city or filming there does not by itself establish that someone held an exclusive Balboa contract. CSULB also credits the studio with advances in management, photography, publicity, and distribution that contributed to California’s later prominence in filmmaking.

The City’s account additionally credits Balboa with developing studio-management practices, methods for shooting night scenes, color-tinting techniques, and systematic care of props and wardrobe. Those are municipal descriptions of the studio’s contributions, not claims that Balboa alone invented each practice.

Why did Long Beach not become the lasting film capital?

The clear turning point for the Horkheimer company was 1918, when it went into receivership. A City historic-context statement says the Horkheimers declared bankruptcy, after which a creditor bank took control of studio possessions and auctioned some property. The available accounts do not establish one cause for the collapse, so it would be too simple to attribute it solely to oil, Hollywood competition, wartime conditions, or a single business decision.

Long Beach’s economy was changing as well. CSULB’s retrospective describes the 1921 Signal Hill oil discovery as part of a broader shift toward petroleum and industrial development. That helps explain the city’s changing direction, but it does not prove oil alone ended Balboa’s prospects.

The longer film-industry story is also distinct from the company’s failure. Other firms used the site after 1918, and CSULB says the last movie there was made in 1922. The City describes Balboa’s stages as closing permanently in 1923 and the property as demolished in 1925; CSULB places the demolition in January 1925. These dates describe different milestones rather than a single closure event.

What “almost made Long Beach the movie capital” means

“Almost” is a useful description of Balboa’s ambition and local weight, not proof that Long Beach displaced Hollywood. Balboa demonstrated that a substantial studio, a large workforce, serials, feature production, and distribution could flourish in Long Beach. Its scale and influence made the city a serious early California filmmaking center. But the company’s own heyday lasted only a handful of years, and the supplied accounts do not offer comparable output or workforce data to support a numerical contest with Hollywood.
