In an October 28, 2025 announcement, NYC DOT said its fourth annual Trick-or-Streets program had 148 car-free events planned through October across Open Streets, plazas, and corridors. Activities included performances, arts and crafts, fitness classes, giveaways, pumpkin-patch photo opportunities, face painting, games, local music, and a kid-friendly guided bike ride. NYC DOT Commissioner Ydanis Rodriguez said, “With more children expected out on our streets for Halloween, Trick-or-Streets provides a safe way for families to enjoy the holiday and connect with their neighbors.” The agency also said the program had pedestrianized more than one million square feet of space since 2022; that is the agency’s claim, not an independent evaluation of safety outcomes.
Washington, DC: Safe Haven events
The Metropolitan Police Department’s October 22, 2025 schedule listed sponsored events across all seven police districts, with dates from October 25 through November 1. Formats included haunted houses, trunk-or-treat events, a Halloween party, and a harvest festival at police stations and community venues. Those dates and venues are historical. Fairfax County: parks, libraries and neighborhoods
Fairfax County’s 2025 guide pointed residents to park, library, and neighborhood activities and advised checking local schedules because they may differ. It is a local example, not a comprehensive event directory. Read the county guide.

Before setting out, verify the event’s own listing rather than assuming a past schedule still applies. Compare the details that affect your plans:
- Format and location: Decide whether a street festival, haunted house, trunk-or-treat, harvest festival, or family party suits your group, then consider travel distance.
- Date and hours: Confirm the current year’s schedule with the organizer or local government.
- Age suitability and accessibility: Check the specific listing; the 2025 sources do not establish these details for every event.
- Weather plans: Look for delay or cancellation notices. NYC DOT explicitly warned that its 2025 events could be affected by weather.
- Admission or registration: Confirm directly with the venue. The cited schedules do not establish a general rule for admission or registration.

- Plan the route with children. Visit homes with porch lights on or active Halloween decorations, and make sure children know their phone number and address.
- Carry a flashlight; reflective costume material or glow sticks can also help make walkers more visible. These are optional visibility aids, not guarantees of safety.
- Choose costumes that allow children to walk freely. A mask covering the eyes can obstruct vision.
- Cross at intersections or corners rather than between parked cars, and stay on sidewalks and paths.
- Drivers should slow down and stay alert for people walking.
A small flashlight or glow sticks are optional items to consider for an after-dark walk. Fairfax County also recommends reflective material for costumes.
