The G20 is a forum for international economic cooperation made up of 19 countries, the European Union and the African Union. Its leaders’ summit brings together member heads of state or government to discuss shared economic and development challenges. The latest summit outcome covered by the official sources cited here is the Johannesburg Leaders’ Declaration of 22–23 November 2025.
What is the G20?
The G20 describes itself as the premier forum for international economic cooperation. It brings member governments together to discuss issues that cross national borders, including economic stability, development finance, debt, trade, climate-related challenges and technology.
It is a forum for discussion and coordination, not a world government. The 2025 Leaders’ Declaration describes the G20 as operating by consensus, with members participating on an equal footing. Its statements set out shared commitments and priorities; they do not, by themselves, establish that those commitments have been implemented or give the forum authority to impose laws on member states. Which countries and organizations are members?
The G20 comprises 19 countries and two regional organizations: the European Union and the African Union. The 2025 declaration explicitly welcomed the African Union as a full member in its second year in the group.

These are members, not merely guests invited to a particular summit. The membership list and status are set out by the G20 South Africa presidency FAQ and affirmed for the African Union in the 2025 declaration.
How influential is the G20?
The G20 South Africa presidency FAQ says its members account for around 85% of world GDP, more than 75% of world trade and about two-thirds of the global population. These are approximate figures reported by the presidency; the FAQ does not specify their data year or calculation method, so they should be read as broad measures of the group’s scale, not precise current estimates. How does the G20 work?
Year-round meetings lead to the leaders’ summit
The leaders’ summit brings together member heads of state or government and concludes a year of meetings. The G20 South Africa FAQ says more than 100 meetings take place across the year. Work includes finance ministers and central bank governors as well as other ministerial discussions; the leaders’ meeting is the culminating event, not the whole process.
From finance ministers to world leaders
The G20’s finance ministers and central bank governors met before the leaders’ summit existed. In the wake of the global financial crisis, the format was elevated to heads-of-state level. The first leaders’ summit was held in Washington in November 2008. Summits took place twice a year through 2010 and annually from 2011, according to the G20 South Africa presidency FAQ.

What happened at the 2025 G20 summit?
The summit took place in Johannesburg on 22–23 November 2025. The declaration called it the first G20 summit on the African continent and named “solidarity, equality and sustainability” as pillars for inclusive growth. Its agenda addressed a broad set of economic and development concerns rather than a single issue. The Leaders’ Declaration is the primary record of the summit’s collective statements.
Priorities in the declaration
- Development finance and debt: the leaders addressed development financing and debt challenges.
- Food security and development: food security and Africa-related development featured among the policy areas.
- Disasters and climate: the declaration covered disaster resilience and response as well as climate-related matters.
- Critical minerals and technology: the agenda included critical minerals and artificial intelligence.
In a 30 November 2025 address, South African President Cyril Ramaphosa described the presidency’s priorities as including relief from unsustainable debt, more affordable financing, support for countries facing climate disasters, climate-action funding, more value addition in mineral-producing countries, and ensuring advances such as AI and green energy benefit all countries. African Union membership
The leaders’ declaration stated: “We embrace the African Union as a full member of the G20 in its second year in the group, as we are gathered for the first time on African soil.” This formally reflects the AU’s place among the members, rather than as a summit guest. 2025 Leaders’ Declaration.

The latest summit outcome covered by the official sources cited here is the Johannesburg declaration adopted on 22–23 November 2025. It committed leaders to work under the United States’ presidency in 2026 and named the United Kingdom for 2027 and the Republic of Korea for 2028 as subsequent meeting locations. The 2025 handover and US participation
In his 30 November 2025 address, Ramaphosa said the United States had not participated in the leaders’ summit or the final meetings leading up to it, and that South Africa formally handed over the presidency to the United States. Those statements reflect the South African government’s account of the handover and participation. Ramaphosa also said South Africa remained a full, active G20 member. Ramaphosa’s address.
