Know Your Meme dates the post to November 30, 2025. The image imitated a Franklin book cover and bore the title “Franklin Targets Narco Terrorists.” It depicted Franklin aiming a bazooka from a military helicopter at boats. Hegseth shared it on X with the caption “For your Christmas wish list…” Know Your Meme’s account of the post and The Guardian’s report describe the image and caption.
It was a mock cover, not an actual installment in the children’s-book series. “AI meme” appears in the headline framing, but the cited accounts describe the image as a mock or parody cover and do not establish how it was made; it is more precise to describe what it depicts than to assert its production method.
Why did a children’s character become part of a political controversy?
The post landed during public scrutiny of U.S. strikes on suspected drug-smuggling boats in the Caribbean and Pacific. The Guardian reported allegations that survivors of a September 2 strike were killed in a second strike. That context led critics to read the violent Franklin image against the allegations surrounding the operations. Hegseth’s caption, however, did not explicitly refer to war crimes; that wording describes the surrounding debate, not his quoted words.

The legal issue remains contested in the accounts cited here. The Guardian reported that the Pentagon’s law-of-war manual says wounded, sick, or shipwrecked people must be protected and cannot be made the object of attack. It also reported the White House’s position that the strikes complied with the law of armed conflict. Those are an attributed legal rule and an administration defense, not a final judicial determination. The sources reviewed here do not establish that a court found a war crime.
How did the publisher and lawmakers respond?
Kids Can Press condemned the use of Franklin
On December 1, 2025, Franklin publisher Kids Can Press objected to the character’s appearance. In a statement reproduced by Know Your Meme and The Guardian, the publisher called Franklin “a beloved Canadian icon” associated with “kindness, empathy, and inclusivity,” and condemned any “denigrating, violent, or unauthorized use” of the character’s name or image.

Senator Chris Van Hollen asked, “Why Franklin?”
In Senate remarks recorded in the Congressional Record on December 2, 2025, Senator Chris Van Hollen criticized the post and asked, “Why Franklin?” The Congressional Record preserves his remarks. The question captured the incongruity critics saw in using a children’s character, but it does not establish Hegseth’s motive; the cited sources do not explain why he chose Franklin.
What happened to the meme afterward?
The post drew criticism and prompted imitations. Users made mock Franklin covers of their own, including one titled “Franklin Goes to the Hague,” a reference to the international court based in The Hague and the war-crime allegations being discussed. These responses extended the online argument; they do not resolve the legal questions about the strikes.

The Washington Post reported in 2025 that the franchise began in 1986 and that more than 65 million copies had been sold in over 30 languages, citing the publisher; it also described a series spanning more than 30 books. The Guardian reported a different scale—more than 50 titles and 20 million copies sold. The reports conflict, so the figures should not be combined or treated as a single agreed total.
