Epstein Files: What the Andrew Photos and Maxwell Torture Allegation Actually Show

The Andrew photographs and a reported allegation against Ghislaine Maxwell are separate matters. The images do not establish that the female shown is a child, and the allegation is not a court finding.

The released photographs and the reported torture allegation are separate strands of Epstein files coverage, not corroborating evidence for one another. News reports describe an image that appears to show Andrew Mountbatten-Windsor above an unidentified female, but they do not establish that she is a child. A separate accuser’s allegation appears in a reported FBI document; it is not a court finding, and Andrew has denied wrongdoing.

What do the Epstein files say about Prince Andrew?

The U.S. Department of Justice said on January 30, 2026, that it had published more than 3 million additional pages responsive to the Epstein Files Transparency Act, including over 2,000 videos and 180,000 images. DOJ said the combined production amounted to nearly 3.5 million pages. These are the department’s figures, not an independent count. DOJ’s release described material from several investigations and cases involving Epstein, Ghislaine Maxwell and Epstein’s death.

The files include material relevant to Andrew, but a person’s appearance in a large document release does not by itself establish criminal conduct. The Washington Post and ABC both cautioned against treating the photographs they covered as proof of wrongdoing. The Post’s account of the January images said the files did not allege criminal activity in connection with Andrew.

Do the released photos show Andrew with children?

The reporting reviewed here does not establish that the people in the photographs are children. In images described by The Washington Post and The Guardian in January 2026, a man identified as Andrew appears crouched over a fully clothed female lying on the floor; her face is obscured. Her identity, age, the image’s location and date, and the circumstances are not established in those reports. The Washington Post and The Guardian describe what the images appear to show, not a verified account of how or why they were made.

ABC separately reported in December 2025 on an undated photograph of a framed picture. It appears to show Andrew lying across the laps of five seated people whose faces are redacted, with Maxwell visible behind them. The location was unknown, and ABC said the image did not appear to shed further light on allegations. ABC’s report does not identify the people whose faces are obscured.

What is the allegation involving Maxwell?

India Today, citing The Mirror’s account of FBI documents, reported that a statement dated December 7, 2020, recorded an accuser’s allegation that Maxwell restrained and tortured her with electrical shocks while men watched. The accuser said she remembered seeing Andrew. This is an allegation attributed to a statement reported from FBI records; the sources reviewed do not independently verify it or establish it as a court finding. Andrew has repeatedly denied wrongdoing. India Today’s report attributes the account to The Mirror’s reporting on the documents.

The allegation should not be conflated with the photographs. The available reporting does not establish that the images depict the alleged events, the accuser, or any act of abuse.

Why inclusion in the files is not proof

DOJ warned that its production may contain material submitted by members of the public that is fake or falsely submitted. In its January 30, 2026 release, the department said: “This production may include fake or falsely submitted images, documents or videos, as everything that was sent to the FBI by the public was included in the production that is responsive to the Act.” That caveat means a file’s presence in the release is not, on its own, official confirmation that its contents are authentic or accurate. DOJ’s statement applies to the production broadly.

Separately, the Associated Press reported that its review of internal DOJ records found ample evidence of Epstein’s sexual abuse of underage girls but scant evidence that he operated a trafficking ring serving powerful men. AP also reported that a prosecutor wrote that seized videos and photos did not depict victims being abused or implicate others in Epstein’s crimes. Those reported investigative conclusions provide context, but do not determine the provenance or meaning of every publicly released image or resolve every allegation. The AP report describes its review of internal records.

What remains unconfirmed

  • The identity and age of the female shown in the January 2026 images.
  • The date, location and circumstances of the photographs.
  • Whether the images have any connection to the accuser’s separate allegation.
  • Whether the allegation described in the reported FBI statement has been independently corroborated or adjudicated.

Other reporting has described emails attributed to Andrew and Epstein in 2010, including an invitation for Epstein to meet at Buckingham Palace and correspondence about meeting a 26-year-old Russian woman. The Guardian said it was unclear whether Epstein ever visited Buckingham Palace; the emails concern their association and do not prove the torture allegation. The Guardian’s coverage discusses the correspondence alongside the image reporting.
