On June 23, 1985, a bomb exploded aboard Air India Flight 182, killing all 329 people on board. A second suitcase bomb had exploded at Tokyo’s Narita Airport less than an hour earlier. Canada’s Commission of Inquiry later found that failures in threat assessment, information sharing and aviation security helped make the attack possible—and that serious shortcomings continued in the investigation and the treatment of victims’ families.
What happened to Air India Flight 182?
The aircraft, a Boeing 747 named Kanishka, flew into Montreal as Flight 181 and departed as Flight 182. It was destroyed by a bomb in mid-air on June 23, 1985. The Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182 said the bombs involved in the two explosions that day were planted in suitcases by the same group.
The Narita explosion
Fifty-nine minutes before Flight 182 was bombed, a suitcase exploded at Narita Airport in Tokyo. The luggage had arrived on a Canadian Pacific Airlines flight and was destined for an Air India flight. Two baggage handlers unloading it were killed.

The Government of Canada’s figure of 280 identifies the number of Canadian victims among those killed aboard Flight 182; it is not a separate total for both explosions.

What did the Air India inquiry find?
The Commission concluded that government agencies held significant pieces of threat information which, considered together, should have led a competent analyst to recognize a high risk that Flight 182 would be bombed in June 1985. It described the attack as the result of a “cascading series of errors” and found serious failures in gathering, sharing and analyzing information, as well as in taking protective measures. The Commission’s findings concern institutional decisions and systems, not only the actions of those who planted the bombs.
Before the bombing: warnings and security
The inquiry examined how agencies collected and assessed threat information, whether relevant details were shared, and what steps were taken to protect aviation. Its central conclusion was that the information available across government was not brought together effectively and did not lead to adequate protection for the flight.

After the bombing: investigation and prosecution
The Commission also scrutinized how the bombing was investigated and prosecuted. Its final report records that Inderjit Singh Reyat was convicted of manslaughter for involvement in the explosions, that two other accused were acquitted in 2005, and that no other people had been charged as of the report’s publication in 2010. This is the report’s account at that time, not a statement of current court status.
The inquiry’s remit also covered agency coordination and terrorist financing. Those subjects formed part of its broader examination of how the attack happened and how institutions responded; they are distinct from the pre-bombing security failures and the post-bombing prosecution record.

Why is the bombing considered a Canadian tragedy?
The Government of Canada’s 2010 response says the bombing was planned and executed in Canada. It also records that 280 of the people killed aboard Flight 182 were Canadian. The attack therefore involved both a major loss of Canadian lives and failures by Canadian institutions, even though the aircraft was destroyed over the Atlantic and the related explosion occurred in Japan.

At a ceremony marking the bombing’s 25th anniversary on June 23, 2010, Prime Minister Stephen Harper apologized on behalf of the government and all Canadians for institutional failings and the treatment of families. The Government of Canada’s response quoted him as saying: “…the finest memorial we can build to your loved ones is to prevent another Flight 182. This is our duty to you, and to all Canadians.”

The Commission’s examination of families’ treatment is part of the story of the aftermath, alongside its account of intelligence, aviation security, investigation and prosecution. The official record thus addresses not just why warnings did not prevent the bombing, but how institutions dealt with its consequences.
