What was announced, and when?
The announcement was made at the premiere of Population: 11, which Lotterywest described as the first Stan Original Series filmed in Western Australia. The government release said the production had created significant employment and an economic boost, but did not quantify either impact. (Government of Western Australia, 11 March 2024)
This is a 2024 announcement, not a new 2026 funding package. The studio it referred to is now Perth Film Studios, which the current government project page describes as complete and open. (Office of Major Infrastructure Delivery)
How the funding figures differ
The figures refer to different things and should not be combined into one allocation:

Because the 2024 announcement gives only selected components, the remaining amount after the “more than $15 million” figure cannot be calculated as a confirmed allocation.
What the attraction incentive is intended to do
Screenwest describes the Western Australian Production Attraction Incentive as support for high-profile, market-driven productions that can choose where to film. Its current overview says production funding is a minimum of 10% of Qualifying Western Australian Expenditure. That is a program-level description, not a guarantee that any particular project will qualify or receive funding; applicants should check Screenwest’s current guidance and availability. (Screenwest)

Other Screenwest programs address different production needs:
- Western Australian Regional Screen Fund: supports productions that contribute to regional activity, skills, jobs and locations.
- WA Post-Production, Digital & Visual Effects Incentive: supports qualifying post-production work done in WA, whether or not filming took place there.
The March 2023 Production Attraction Incentive guidelines describe assessment against economic outcomes, industry outcomes, strategic alignment and community outcomes, and say grants are paid after production completion and acquittal under contracted conditions. These are dated guidelines; current eligibility, process and payment terms should be confirmed with Screenwest before relying on them. (Screenwest, March 2023 guidelines)

The studio behind the announcement is now open
The facility was under construction when the funding was announced. The January 2024 construction announcement described four purpose-built sound stages, production offices, an art department and wardrobe, workshops, a backlot, parking and set storage at Marshall Road near the Malaga METRONET precinct. Those were construction-era plans and statements of intent. (Government of Western Australia, 17 January 2024)
The current Perth Film Studios project page says the facility is complete and open, with four sound stages, two annexes and workshops for set and prop construction. It reports approximately 590 jobs supported across construction, logistics, hospitality and post-production. The page says the Arts and Culture Trust owns the facility on behalf of the state and oversees operator Home Fire Operations Pty Ltd. (Office of Major Infrastructure Delivery)

How the announcement fits the state’s screen strategy
The Western Australian Screen Industry Strategy 2024–2034 is a ten-year framework intended to grow the state’s screen industry. Its aims include attracting larger productions, developing local content and jobs, increasing investment and creating tourism opportunities. The strategy was developed by the Department of Local Government, Sport and Cultural Industries with cross-agency and industry consultation, and names Screenwest among its implementation partners. In January 2024, Premier Roger Cook linked the Production Attraction Incentive to local jobs, skills development and productions including The Surfer, The Twelve and We Bury the Dead. Treasurer Rita Saffioti cited WA’s time zones, locations and weather as advantages for filming; those were her government’s stated reasons, not an independent comparison of filming destinations. Culture and the Arts Minister David Templeman described the facility as part of a long-term effort to strengthen the local creative industry and attract national and international productions.
