Yes. On February 14, 1893, Wisconsin Representative Lucas Miltiades Miller proposed a constitutional amendment to rename the country the “United States of Earth.” The House referred it to the Judiciary Committee; the available historical accounts do not show that Congress adopted it.
What did Lucas Miller propose?
Miller, a Democrat who represented Wisconsin for one term in the 52nd Congress (1891–1893), introduced the proposal as part of a constitutional amendment. It was not simply a change of name: the amendment also called for abolishing the Army and Navy, creating a universal welfare system, and directly electing the president, vice president, cabinet secretaries, federal judges, and senators. It also proposed electronic voting in the House. The U.S. House History, Art & Archives account says the measure was referred to the Judiciary Committee.
The House account quotes a midwestern newspaper, two months after the referral, calling the resolution “still awaiting” action. That supports describing it as a proposal that received a committee referral—not as a measure that reached a full congressional debate or came close to adoption.
Why did Miller want the name “United States of Earth”?
The House historical account quotes Miller’s rationale as wanting “this Republic to grow through the admission of new States into this Union until every nation on earth has become a part of it.” The wording presents the name as the endpoint of an imagined expansion of the union.

The House account interprets the proposal as a mockery of expansionist ambitions. Smithsonian likewise says it may have been satirical, aimed at the era’s push for overseas conquest. Those are interpretations of Miller’s possible motive; the cited accounts do not establish what he privately intended. Had Americans proposed other names for the country?
Yes. “United States of America” emerged during the founding period rather than being the only name considered from the outset. Smithsonian reports that on September 9, 1776, the Second Continental Congress directed officials to use “United States” instead of “United Colonies” in official documents. The Articles of Confederation later gave the confederacy the name “United States of America.”

Other suggestions in the following century included Columbia, Appalachia or Alleghania, and an 1866 proposal to call the country America. Miller’s 1893 amendment belongs to that longer history of debate over the nation’s name, though its sweeping institutional proposals made it more than a naming exercise.
