The FBI and CIA have released records about UFO reports and their historical interest in them. The files show that agencies received, discussed, and analyzed reports—not that the reports were proof of extraterrestrial craft. The FBI’s collection describes its UFO-related activity from 1947 to 1954, when the Air Force was the primary investigator; CIA records and a later CIA history document the Agency’s changing level of interest.
What the FBI and CIA “X-Files” are
These are public government records: reports, memoranda, correspondence, and historical analysis concerning unidentified flying objects. The FBI Vault UFO collection describes the Bureau’s role in UFO reports between 1947 and 1954. The CIA says it declassified hundreds of UFO-related documents in 1978, primarily from the late 1940s and 1950s, and has published a historical account of its involvement.
A document can establish that someone made a report, or that officials discussed it. It does not, by itself, establish that the reported event happened as described. That distinction is especially important when a record repeats a claim without documenting an investigation or independent corroboration.
What the FBI records show
The FBI’s collection notes that the newly formed U.S. Air Force was the primary investigator of UFO sightings in the period covered. The FBI says it received reports and worked with the Air Force for a time; its records should not be mistaken for a sustained Bureau-led UFO investigation.

A separate FBI memorandum reproduced in the collection says UFO investigation “is not, and never has been, a matter within the investigative jurisdiction of the FBI.” That is the wording of a particular dated memo, not a complete account of every instance of interagency contact. The Bureau’s unexplained-phenomenon records provide collection descriptions and related material.
What the CIA records and history show
The CIA’s public retrospective, “Take a Peek Into Our ‘X-Files’”, describes the Agency’s 1978 declassification of hundreds of UFO documents, mostly dating to the late 1940s and 1950s. Its examples include records that may interest people who believe UFOs are extraordinary as well as material relevant to skeptical explanations.

CIA historian Gerald K. Haines’s account, “A Die-hard Issue: CIA’s Role in the Study of UFOs, 1947–1990”, describes substantial Agency concern through the early 1950s, driven in part by Cold War national-security questions. Haines writes: “While Agency concern over UFOs was substantial until the early 1950s, CIA has since paid only limited and peripheral attention to the phenomena.” This is a history of institutional attention, not a finding that UFOs were alien spacecraft.
Keep the agencies’ roles distinct. The CIA’s records and studies are not the same as the Air Force’s named investigative projects. A CIA retrospective describes the broader Air Force sequence of Project SIGN, Project GRUDGE, and Project BLUE BOOK; their inclusion in that historical account does not make them CIA programs. The CIA’s discussion of historical investigative practices appears in “How To Investigate a Flying Saucer.”

Does the Guy Hottel memo prove aliens crashed at Roswell?
No. The FBI’s explanation says the memo was written on March 22, 1950, by Guy Hottel, then special agent in charge of the Washington Field Office. It relays an unconfirmed second- or third-hand claim, and the FBI says the Bureau never investigated it. The memo came nearly three years after the July 1947 Roswell events, and the FBI says there is no reason to connect the two.
The Bureau’s concise assessment is: “The Hottel memo does not prove the existence of UFOs; it is simply a second- or third-hand claim that we never investigated.” The full FBI explanation, “UFOs and the Guy Hottel Memo,” was published March 25, 2013.

How to read a government UFO file
- Identify the document type. A firsthand report, an internal memo repeating a report, correspondence, and a later historical article carry different evidentiary weight.
- Check who had responsibility. The FBI collection identifies the Air Force as the primary investigator in the period it covers; a record held by an agency does not automatically mean that agency led the investigation.
- Separate the report from the event. A file may prove that an allegation reached officials without proving the allegation itself.
- Look for investigation or corroboration. In the Hottel memo case, the FBI says the claim was unconfirmed and never followed up by the Bureau.
- Keep the dates attached to the claim. The Hottel memo’s 1950 date matters: it is not a contemporaneous record of the July 1947 Roswell events.
