Article 370 is a brisk political thriller about India’s 2019 decision to end Jammu and Kashmir’s special status, but its suspense comes wrapped in a strongly government-affirming account of that decision. In her February 23, 2024 review, Scroll’s Nandini Ramnath calls it a “combined lesson in history, civics and jurisprudence packaged as a thrilling heist.” That is a pointed description of the film’s ambition—and of the risk that an entertaining thriller can make a contested history feel more settled than it is.
What is the Article 370 movie about?
Directed by Aditya Suhas Jambhale, the 2024 Hindi feature follows two fictional women against the real political events of 2019: intelligence agent Zooni Haksar, played by Yami Gautam Dhar, and Rajeshwari Swaminathan, a PMO official played by Priyamani. Its story moves between Kashmir and the Prime Minister’s Office in Delhi, presenting the Article 370 decision as an intelligence operation as well as a political turning point.

The film uses recognizable counterparts for government leaders, while its protagonists and their missions are fictionalized. That distinction matters: the movie dramatizes real events, but its characters, scenes and thriller mechanics should not be treated as a documentary record of how the decision was made.
Is Article 370 based on a true story?
It is based on a real political event, not a wholly true account of every person or incident onscreen. In August 2019, Presidential Orders 272 and 273 applied the entire Constitution of India to Jammu and Kashmir and abrogated Article 370; Parliament also enacted the Jammu and Kashmir Reorganisation Act, dividing the state into two Union Territories. The film builds a fictional intelligence plot around that history.

For the legal outcome, the authoritative reference is the Supreme Court of India’s December 11, 2023 judgment in In Re: Article 370 of the Constitution. The Court upheld the challenged actions. That ruling establishes the result of the legal challenge; it does not make a dramatic reconstruction a neutral account of the political debate or the experience of Kashmiris.
Why did critics call it a puff piece?
“Puff piece” is an evaluative label, not an objective genre classification. Ramnath’s criticism is that the film presents the government’s decision as a triumph, depicts its leaders as consistently decisive, and gives little depth to political opponents and democratic actors. She also argues that it filters the Kashmiri movement for autonomy mainly through a security lens. On that reading, the suspense does more than entertain: it makes a one-sided political account compelling.

Karthik Ravindranath’s February 23, 2024 review in The Week similarly objects to the political framing and the thin characterization of those opposing the government. He nevertheless finds the second half engaging and praises the film’s technique, writing: “The movie scores on technical aspects like sound and cinematography.” His review rates it 3/5. The two reviews therefore converge on concerns about perspective while recognizing different strengths in the filmmaking.
How does the film work as a thriller?
Its strengths
The parallel movement between Kashmir and Delhi gives the plot momentum, and the fictional agents provide a clear route through complicated events. Ravindranath highlights sound and cinematography, while both reviews recognize the film’s capacity to sustain suspense. These qualities can make its political material accessible to viewers who might not otherwise follow the constitutional story.

Its limits
The same compression that helps a thriller move quickly can narrow the history it presents. Characters representing opposition or democratic scrutiny can become obstacles in a mission plot rather than people with arguments deserving serious consideration. Ramnath’s central concern is not simply that the film takes a position, but that its thriller structure and characterization leave little room for competing interpretations of the decision.
What happened legally, and what is the status now?
The Supreme Court’s December 2023 judgment upheld the 2019 measures after reviewing the constitutional challenge. Readers seeking the legal reasoning should consult the judgment itself, rather than relying on the film or a critic’s description of the outcome.

The government’s contemporaneous account is a different kind of source. In its August 6, 2019 release, the Press Information Bureau recorded the government’s actions and Home Minister Amit Shah’s arguments in Parliament, including an assurance that Jammu and Kashmir’s statehood would be restored when the situation normalised. That release documents the government’s stated position; it is not an independent legal finding. The present-day status is described by the Ministry of Home Affairs: its page, last updated March 5, 2026, lists Jammu and Kashmir as a Union Territory with a legislature and Ladakh as a Union Territory without one. It does not establish that Jammu and Kashmir’s statehood has been restored.

Whether to call the film propaganda depends on how the word is being used. Ramnath’s review makes a clear case for describing it as partisan and government-affirming: the narrative casts the 2019 decision as a successful operation and, in her view, gives opponents and autonomy advocates an unduly narrow treatment. That is a critic’s assessment of the film, not a neutral label or a measured finding about its effect on audiences.

As a political thriller, Article 370 offers brisk plotting and technical craft. As a guide to a contested constitutional decision, it needs to be read alongside sources that serve different purposes: the Supreme Court judgment for the legal ruling, the government’s 2019 release for its stated arguments, and criticism that examines the film’s framing. Its dramatic momentum is real; so is the question of whose perspective that momentum asks viewers to accept.
