The official Back to the Future news page did not surface an announcement for this project in the results consulted. That absence does not establish that the project was cancelled or rule out a later update. Based on the available statements, its status remains unresolved.
Who is making it, and what platforms will it use?
Gale did not name a developer or publisher, or provide a title, genre, format, platform, or timing. There is therefore no confirmed platform list, preorder, or edition to point to.
Does this have anything to do with the Telltale game?
Not according to the reported comments. The earlier Telltale title is useful background, but there is no evidence that the possible new project continues it or involves the same team.

The official franchise archive described Telltale’s game as an episodic adventure made with Universal Partnerships & Licensing and Bob Gale.
