5 Transgender Latinas in Prominent Public Positions

Five profiles trace different forms of transgender Latina and trans leadership in the United States, Mexico and Argentina, with careful distinctions about roles, dates and what the sources establish.

These five profiles show different forms of public leadership across the United States, Mexico and Argentina: municipal elected office, community advocacy, national legislative service and a senior government appointment. They are an editorial selection, not a ranking. Their roles also differ in date and status: Raúl Ureña is described as a former mayor, Bamby Salcedo leads an advocacy organization, María Clemente García and Salma Luévano served as Mexican federal deputies, and Alba Rueda held an Argentine government post.

How to read this list

“Prominent” here describes people whose roles are documented in public office or organizational leadership; it is not a measured ranking. The evidence supports describing Ureña and Salcedo as transgender Latinas. For García and Luévano, the sources establish transgender identity and Mexican legislative service but do not independently establish their personal use of the label “Latina.” For Rueda, the source establishes that she is a transgender woman and records her Argentine government appointment, but does not independently establish her self-description as Latina.

Five profiles

Raúl Ureña: former mayor of Calexico, California

The California Legislative LGBTQ Caucus describes Ureña as the former mayor of Calexico and calls her the first transgender Latina mayor of a California city. The city sits on the U.S.–Mexico border. The caucus profile says she is the daughter of California farmworkers and studied economics at UC Santa Cruz. It described her as a master’s candidate in statistics at San Diego State University when that profile was written; that historical detail should not be read as a statement about her current enrollment. Bamby Salcedo: nonprofit and community leadership

The TransLatin@ Coalition identifies Salcedo as its President and CEO. The organization works to address the needs of transgender Latinas across the United States. Its profile credits her with developing the Center for Violence Prevention & Transgender Wellness in Los Angeles and describes work touching immigration, HIV, youth, incarceration, healthcare and economic development. The profile also names the documentaries TransVisible: Bamby Salcedo’s Story and LA QueenCiañera; those titles are part of her documented story, not evidence of current availability in any particular format. María Clemente García: Mexico’s federal legislature

In an August 25, 2021 interview, EL PAÍS reported that García and fellow Morena member Salma Luévano would become the first transgender deputies in Mexico’s Congress. García discussed priorities at the time that included constitutional language inclusive of gender identity and expression, labor rights for app-based drivers and a trans-rights agenda. These were her stated priorities in 2021, not proof that the proposals became law or a description of her present platform. EL PAÍS interview, August 25, 2021.

García said: “Acabamos de romper un techo de cristal para la participación política de la comunidad trans” (“We have just broken a glass ceiling for the political participation of the trans community”).

Salma Luévano: federal deputy in Mexico, 2021–2024

Luévano was identified alongside García as one of the first transgender deputies in Mexico’s Congress. The cited officeholder list records her Chamber of Deputies term as 2021–2024. The sources establish that term, not whether she holds another office now. EL PAÍS interview, August 25, 2021; Officeholder list.

Alba Rueda: Argentina’s diversity-policy administration

An officeholder list records Rueda, a transgender woman, as Undersecretary of Diversity Policies in Argentina’s Ministry of Women, Genders and Diversity from 2020 to 2022. This was an appointment in the national government, not an elected legislative seat. The cited source does not establish a current post or her personal use of the label “Latina.” Officeholder list.

What these roles show—and what they do not

The five profiles represent distinct routes to public influence: Ureña’s municipal elected office, García’s and Luévano’s federal legislative service, Salcedo’s executive leadership in a community organization and Rueda’s appointed government service. Their documented roles span three national contexts—the United States, Mexico and Argentina—and are not interchangeable measures of authority or impact.

For broader context, LGBTQ+ Victory Institute’s 2025 Out for America report identified at least 1,334 LGBTQ+ elected officials nationwide. It reported a 2.4% increase from 2024 and a 198% increase since its reporting began in 2017. The report said the percentage of Latino/Latina LGBTQ+ officials was unchanged from 2024 and the number of transgender women remained the same. Its census included officials identified before May 5, 2025; these figures are not a count of transgender Latinas and are not a 2026 tally. LGBTQ+ Victory Institute, 2025 Out for America report.
