There is no single, canon-neutral list of “all the kings and queens of Westeros.” The answer changes depending on whether you mean rulers of the Iron Throne, kings of the independent realms before Aegon’s Conquest, rival claimants, or the television story’s ending. The roster below focuses on the Iron Throne and separates established succession from disputed claims; it is a guide to the major transitions, not a complete count of every monarch.
What “king or queen of Westeros” can mean
“Westeros” is a continent, while the Iron Throne is the seat of the realm created by Aegon I’s Conquest. Before that conquest, the land was divided among independent kingdoms and rulers. A list of those regional monarchs would be much larger than a list of Iron Throne sovereigns, and it would require its own boundaries and chronology.
The political name “Seven Kingdoms” can also mislead: the Iron Throne did not govern all seven from the start. Dorne was not incorporated at the Conquest; it joined the realm under Daeron II. So a list of rulers of the Iron Throne is not automatically a list of every king who ever ruled territory in Westeros.
Continuity matters, too. The novels and the television adaptation do not share identical endpoints. The timeline below therefore identifies which continuity a statement applies to when the distinction is established.

The major Iron Throne succession points
This table follows the transitions established in the available chronology. It deliberately does not fill in every intervening reign: the evidence here does not support a fully reconciled, numbered roster across book and television continuities.

Rival claimants are not the same as crowned rulers
Chronological lists often become confusing when they mix people who held the throne with people who asserted a right to it. During the Dance, Rhaenyra’s claim directly contested Aegon II’s; she belongs in an account of the succession dispute, but the evidence here does not establish her as an uncontested ruler. Aegon III’s accession came after the civil war.

In the novel-era conflict, Daenerys, Stannis, Renly, and the alleged Aegon are also claimants. Listing them as kings or queens in the main succession without qualification would blur the difference between claiming the crown and succeeding to it.

A genuinely exhaustive roster needs one chosen continuity and a consistent rule for inclusion: only people who actually ruled from the Iron Throne, or also rival claimants and regional monarchs? It must also decide how to handle disputed reigns such as Rhaenyra’s and Dorne’s independent period. The chronology above gives the major transitions supported here, but does not establish every monarch in order; numbering it as a complete list would imply more certainty than the evidence allows.
