Monkey D. Luffy is the strongest character in One Piece whose full combat ability has been shown on the page. That does not settle every matchup: Shanks, Imu, the Five Elders and other figures remain difficult to place because their abilities or limits are still unclear. This ranking weighs demonstrated combat feats, Haki and other abilities, durability, speed, range, versatility and matchup dependence—not bounty, popularity or reputation alone.
Spoiler scope: manga spoilers through the end of the Egghead Arc (Chapter 1125); anime-only viewers should expect major spoilers. The list ranks characters at their strongest demonstrated point by that cutoff. It is an editorial assessment, not an official ranking, and the order is especially uncertain where a character’s portrayal rests on limited or unresolved evidence.
How this strongest-character ranking works
There is no official canonical top-45 strength ranking. The list below compares shown combat performance and abilities through Chapter 1125, while treating titles, bounties and reputation as context rather than proof. A character’s peak shown form counts, even if it was temporary or came with special conditions. The ranking is not a prediction of who would win every possible one-on-one fight: environment, allies, information and matchup can change the result.
Confidence is noted where it helps distinguish a clear record from a placement based largely on limited appearances or unresolved portrayal. Official profile resources can help verify identity, affiliation, Devil Fruit and bounty, but not establish a power hierarchy. The official character search and the VIVRE CARD index are profile references; neither is a strength ranking. Bounty reflects more than fighting ability, while Toei Animation’s May 11, 2026 WT100 midterm report describes a fan poll for favorite characters, not combat power.

Who is the strongest character in One Piece?
Among characters whose peak abilities are sufficiently demonstrated by the cutoff, Luffy ranks first. His Gear 5 awakening, advanced Haki and victory over Kaido give him the clearest combination of high-end offense, adaptability and proven performance against an emperor. That is an editorial judgment about shown evidence—not proof that Luffy can reliably defeat every character below him.
The 45 strongest One Piece characters, ranked
1. Monkey D. Luffy
Gear 5 combines extraordinary freedom of movement and improvised attacks with Luffy’s advanced forms of Haki. He defeated Kaido after a prolonged battle in which both took damage and Luffy was repeatedly pushed to his limits. The win is his strongest evidence, but Gear 5 is demanding, and a single victory does not make every matchup certain.
2. Kaido
Kaido’s durability, stamina, speed and destructive power were tested across a succession of opponents before Luffy finally brought him down. His performance against Luffy and the alliance is among the strongest sustained combat showings in the series. He ranks just behind Luffy because of that final defeat, though their battle’s conditions make the gap far from simple.
3. Shanks
Shanks has demonstrated overwhelming Haki and the ability to end a major confrontation with a decisive, long-range attack. His reputation as an emperor is supported by action, but his full arsenal and endurance in an extended fight have not been explored as thoroughly as Kaido’s. A longer, high-level battle could change his precise position.
4. Dracule Mihawk
Mihawk is established as the world’s strongest swordsman, and his rivalry with Shanks makes him central to any ranking of top fighters. His title is meaningful context, but the manga has not yet shown enough of his full capabilities in a serious fight to place him confidently above Shanks or the best-demonstrated emperors.
5. Marshall D. Teach (Blackbeard)
Teach combines the Yami Yami no Mi, which can nullify Devil Fruit powers on contact, with the destructive Gura Gura no Mi. That makes him unusually dangerous and difficult to approach. His ability to absorb punishment is also remarkable, though his fights show that he can take damage and does not always dominate through technique or speed.
6. Sakazuki (Akainu)
Akainu’s magma power gives him lethal offensive pressure, and he survived a punishing battle with Aokiji that lasted ten days before winning. His Marineford performance also showed formidable endurance. His limited recent combat record leaves room for debate against the emperors whose peak abilities are more extensively displayed.
7. Monkey D. Garp
Even in old age, Garp’s Haki-powered attacks and physical strength made him a major threat during the Hachinosu assault. He fought through multiple opponents while protecting Koby and the others. His age and the circumstances of that battle matter: his showing establishes extraordinary power, not that he is still at his prime.

8. Sengoku
Sengoku’s Mythical Zoan transformation, experience and standing alongside Garp put him among the Marines’ highest tier. The story has shown less of his peak fighting ability than it has shown Garp’s, so this placement relies more heavily on established portrayal and less on a modern, extended combat record.

9. Silvers Rayleigh
Rayleigh’s Haki, swordsmanship and experience were enough to hold off Kizaru at Sabaody despite his age and long retirement. He later admitted that he could not expect to defeat Blackbeard by then. That candid limit, alongside his still-formidable showing, places him below the strongest active fighters.
10. Kuzan (Aokiji)
Kuzan’s ice powers provide reach and battlefield control, while his ten-day duel with Akainu demonstrates exceptional endurance. His later clash with Garp showed that he remains dangerous, although emotion, divided loyalties and the presence of other combatants complicate interpretation of that encounter.
11. Borsalino (Kizaru)
Kizaru’s light-based movement gives him exceptional speed and mobility, and his attacks can threaten top-tier opponents. The Egghead conflict showed he could fight Luffy, but also exposed the difficulty of finishing a battle when personal hesitation and competing objectives are involved. His full limits remain unsettled.
12. Topman Warcury
Warcury’s monstrous form and apparent resilience made him hard for the Straw Hats to stop on Egghead. His encounter with Luffy also suggested that sheer force alone may not be enough to overcome the Elders’ unusual defenses. The source and limits of those abilities remain unclear, making this a low-confidence placement.
13. Ethanbaron V. Nusjuro
Nusjuro’s speed, swordsmanship and freezing attacks made him one of the most active threats among the Five Elders on Egghead. He could rapidly pressure multiple targets, but the arc did not establish a conventional defeat condition or fully explain the Elders’ resilience. His ranking is therefore provisional.
14. Shepherd Ju Peter
Ju Peter’s enormous form and ability to disrupt the battlefield made him a formidable part of the Elders’ assault. The arc offered fewer clearly attributable combat feats for him than for Nusjuro or Warcury. His placement reflects the threat he presented, with substantial uncertainty about how his powers compare directly.
15. Marcus Mars
Mars displayed flight, destructive attacks and enough resilience to remain a threat amid the chaos on Egghead. Like the other Elders, he has not been shown to suffer an ordinary, definitive defeat. His capabilities are striking, but the missing rules around their endurance prevent a confident comparison with established emperor-level fighters.
16. Jaygarcia Saturn
Saturn’s venomous attacks, regeneration-like recovery and capacity to menace the Straw Hats and their allies made him a central Egghead danger. His power proved difficult to counter, but the exact mechanism and boundaries of his recovery were not fully explained by the cutoff. That keeps his placement below more thoroughly tested fighters.
17. Charlotte Linlin (Big Mom)
Big Mom’s physical toughness, Haki and Soru Soru no Mi make her one of the most naturally powerful fighters in the story. Her fight with Kid and Law ended in defeat after they exploited the battlefield and landed coordinated attacks. That result matters, but it does not erase her immense durability or make the two matchups interchangeable.

18. Kozuki Oden
Oden’s swordsmanship and Haki left a lasting wound on Kaido, a feat few characters can claim. He also fought through the political deception that led to his execution. His short record against the strongest fighters makes exact placement difficult, but the damage he inflicted and his portrayal support a place among the elite.
19. Yamato
Yamato held off Kaido alone for a meaningful stretch, using advanced Haki and a powerful Mythical Zoan form. That is an unusually strong individual showing. Yamato did not defeat Kaido, and the fight took place under specific conditions, but the ability to withstand that pressure supports a high ranking.

Law’s Ope Ope no Mi lets him attack from unexpected angles, bypass conventional defenses and support powerful combinations. His awakening contributed decisively to Big Mom’s defeat alongside Kid. He is less consistently dominant in direct exchanges with top opponents, and his fruit’s stamina demands can matter in a prolonged fight.
21. Eustass Kid
Kid’s magnetism, physical strength and awakening let him help bring down Big Mom. He can produce attacks with enormous force, but his confrontation with Shanks ended before he could establish a comparable showing against an opponent of that level. His placement balances the Big Mom victory with the limits of his demonstrated record.
22. Roronoa Zoro
Zoro’s advanced Conqueror’s Haki and ability to wound Kaido mark a major step up in power. He defeated King after adapting to the Lunarian’s defenses, demonstrating both resilience and tactical learning. His strongest attacks are demanding, and he has not yet shown the sustained breadth of the fighters placed above him.
23. Sabo
Sabo combines elite Haki and combat skill with the Mera Mera no Mi, whose firepower gives him range and area pressure. His escape from the Reverie’s crisis and his later survival amid extraordinary danger support his standing, though the full details of those encounters—and the limits of his current power—remain incomplete.

Shiryu’s swordsmanship becomes more dangerous with the Suke Suke no Mi’s invisibility, making it difficult for opponents to track his approach. He wounded Garp during the Hachinosu fight, albeit through an opportunistic attack in a chaotic battle. His ceiling as a Blackbeard Pirate is high, but his best one-on-one evidence is limited.
25. Benn Beckman
Beckman’s reputation as Shanks’s close and powerful first mate places him among the strongest commanders. His presence has visibly influenced Marine decisions, but the story has not yet supplied a substantial fight that measures his abilities. The placement is driven more by portrayal than by a deep catalogue of feats.
26. King
King’s Lunarian durability, flight and varied flame modes made him a difficult opponent for Zoro. Once Zoro understood how his defenses shifted, he could exploit openings and win. King’s unusual toughness and aerial mobility give him strong matchup advantages, though those defenses are not constant in the same way.

27. Marco
Marco’s phoenix fruit provides flight, recovery and support that let him contend with multiple powerful enemies during the Onigashima raid. He helped hold off King and Queen, but did not finish either opponent. His value is not just raw attack power: healing and mobility can make him especially effective in a team battle.
28. Charlotte Katakuri
Katakuri’s future sight, awakened mochi fruit and disciplined Haki made him one of Luffy’s most technically difficult opponents. Luffy eventually won after a prolonged fight, and Katakuri’s endurance was exceptional. The duel predates Luffy’s later growth, so it should not be treated as a direct measure against current Luffy.
29. Rob Lucci
Lucci’s awakened Zoan form, Rokushiki and Haki keep him dangerous at close range. On Egghead he fought Zoro, but the encounter did not establish a clean victory for either side by the cutoff. His return to the story demonstrates a much higher level than his earlier defeat by Luffy, though his place among the top tiers is not settled.
30. Crocodile
Crocodile’s control of sand, ability to drain moisture and tactical intelligence make him dangerous beyond what his early defeat might suggest. His New World role and revised bounty signal the scale of the threat the Government attributes to him, but bounty is not a combat score. His current full strength has not received a decisive test.
31. Boa Hancock
Hancock’s Mero Mero no Mi can incapacitate many opponents immediately, and she is also a skilled Haki user. Her abilities can be unusually matchup-dependent: attraction is not the only route to petrification, but an opponent’s nature and circumstances still matter. Blackbeard’s intervention interrupted a fight that might have clarified her limits.

Queen’s cybernetic weapons, plague technology and Zoan durability give him a broad and unpredictable arsenal. He could threaten multiple opponents during the Onigashima raid, but Sanji ultimately defeated him. His strength comes from versatility and destructive tools as much as from direct hand-to-hand ability.
33. Vinsmoke Sanji
Sanji’s exoskeleton, speed, Haki and Ifrit Jambe let him defeat Queen after a difficult fight. His mobility and ability to adapt make him a strong all-rounder, while his attack power has grown considerably. He ranks below Zoro here because Zoro’s advanced Conqueror’s Haki and performance against Kaido offer stronger evidence against the very highest tier.
34. Jinbe
Jinbe’s Fish-Man Karate, experience and composure give him powerful tools on land and an even greater advantage in water. He defeated Who’s-Who during the raid and has repeatedly shown he can withstand severe punishment. His record against top commanders is less extensive than those above him.
35. Donquixote Doflamingo
Doflamingo’s awakened string fruit, Haki and tactical ruthlessness let him control a battlefield and endure serious injuries. Luffy defeated him with help from Law and support from allies, after Doflamingo had already taken damage. The gap between his performance and the current top tier has widened as the series’ strongest fighters have advanced.

36. Charlotte Cracker
Cracker can create durable biscuit soldiers in large numbers, forcing opponents to contend with both his fruit and the army it produces. Luffy needed Nami’s help to soften the biscuits before he could make progress. His ability is powerful but depends on conditions and can be countered by the right tools or environment.
37. Jack
Jack’s endurance and Ancient Zoan strength let him continue fighting through extraordinary punishment, including a prolonged conflict with the Mink leaders. He is a powerful commander, but his record includes defeats by opponents who outmatched him or used favorable circumstances. His durability is clearer than his ability to defeat the very strongest.
38. Charlotte Smoothie
Smoothie’s ability to drain and compress liquid gives her a potentially dangerous combination of offense and control. However, she has few substantial on-page fights, so her placement depends more on her status as a Sweet Commander and the fruit’s demonstrated potential than on a clear combat ceiling.
39. Vista
Vista’s swordsmanship earned Mihawk’s respect during Marineford, and he was able to clash with the world’s strongest swordsman without being immediately overwhelmed. That encounter was not a decisive duel, and it does not establish equality. It does provide a stronger direct indicator than reputation alone for a high-level swordsman.

40. Jozu
Jozu’s diamond body gives him remarkable defense, and his strength let him block Mihawk’s slash at Marineford. His fruit makes him a formidable front-line fighter, though his mobility and limited later record make it difficult to place him alongside the most versatile commanders.
41. Magellan
Magellan’s poison can overwhelm large groups and make close combat extremely risky. He dominated Luffy at Impel Down, but his abilities have limits: opponents can exploit distance, preparation or antidotes, and his own physiology is not invulnerable. His peak threat is especially high in confined environments.
42. Enel
Enel’s lightning fruit offers extraordinary range, destructive power and mobility, while his Mantra—an early form of Observation Haki—helped him anticipate opponents. Luffy’s rubber body was a natural counter, so that defeat does not fairly measure Enel against every adversary. His lack of demonstrated Armament Haki is a notable limit against stronger New World fighters.
43. Don Chinjao
Chinjao’s headbutts once split an ice continent, and his clashes with Garp established that he could contend with a younger Marine hero. Age and later losses lower his standing, but his history and Haki make him a serious fighter rather than merely a large opponent.

44. Koby
Koby’s honesty impact on Hachinosu demonstrated a striking leap in power, and his growth in Haki and combat ability has been rapid. The feat is impressive but not enough to establish him above the experienced commanders and veterans higher on this list. His future ceiling may be much higher than his current proven level.
45. Killer
Killer’s speed, scythe-like blades and ability to damage Kaido through an unusual attack make him more dangerous than his crew rank alone suggests. He also defeated Hawkins under difficult circumstances. His strongest feats are meaningful, but his overall record and range of demonstrated abilities are narrower than those of the characters ranked above him.

A bounty is an official profile detail, not a direct measurement of combat strength. Luffy’s official character profile lists a 3 billion berry bounty and the Nika model of the Human-Human Fruit, but neither number by itself answers who would win a fight. Likewise, Toei Animation’s May 11, 2026 WT100 midterm report says fans could vote for a favorite among 1,567 characters; its interim top five were Luffy, Zoro, Sanji, Nami and Trafalgar Law. That is a popularity order, not a strength result.
Profile references also have limits. The VIVRE CARD index contains identity and bounty fields, but entries can represent different versions or points in the story. Shueisha’s Japanese VIVRE CARD booster pack, “Threat! The Strongest in the New World!!,” published September 4, 2024, features characters including Kaido, King, Queen, Shanks, Buggy, Mihawk and Crocodile; it does not publish a top-45 power list. Merchandise lineups and card products are not evidence of combat ranking.
