At the Hurricane Katrina Memorial in Charity Hospital Cemetery, dozens of people who died in the storm but were never identified or claimed are interred. Orrin Duncan, who worked for the coroner when Katrina hit and attends the memorial each year, said, “We do everything to keep the memory of these people alive.” The cemetery observance gave the anniversary a solemn center, even as brass bands and dancers brought a second-line parade into the streets.
Participants described the day as both joyful and somber. At the Lower Ninth Ward remembrance, local civil rights attorney Tracie Washington said, “Government neglect killed us,” and, “We will never forget it.” Her words, reported by the AP, expressed a sharp criticism of government failures; they should not be mistaken for a single, universal account of how residents experienced the anniversary.

The City’s K20 commemoration
The City of New Orleans launched its official K20 anniversary hub on July 1, 2025. The site was announced as a place for event information, reflections, historical context, community stories and resources. Planned features included a timeline, City and partner programming, ways to share stories and remember, and educational and volunteer resources. The City’s announcement framed the project as an invitation to engage with both Katrina’s history and the continuing recovery.
Mayor LaToya Cantrell called the site “more than a website — it’s a living archive of our collective strength, heartbreak, perseverance, and progress.” That language conveys the City’s emphasis on resilience and progress. It is one civic framing of the anniversary, alongside community members’ accounts of loss and concerns that remain unresolved.

What “recovery” means 20 years later
Mayor Cantrell told the AP at the cemetery memorial, “New Orleans still stands,” and, “New Orleans came back better and stronger than ever before.” The anniversary coverage also recorded community leaders’ concerns about gentrification, affordable housing, aging infrastructure and neglect of the poorest neighborhoods. Those contrasts make it difficult to treat recovery as a single outcome: a city may regain activity and strengthen regional systems while residents continue to face very different conditions.
In a July 2025 Brookings Institution essay, Mark S. Davis assessed regional storm-surge protection, flood management, resilience planning and coastal restoration. He concluded that the region is better prepared than it was 20 years ago, but that improvement does not mean the work is complete. Davis describes the current protection system as designed to withstand a 1-in-100-year storm event with greater confidence than before. That is his 2025 analysis, not a live engineering certification or guarantee; changing storms, coastlines and urban conditions keep protection an ongoing challenge.

Tourism offers an economic indicator of the city’s return, but it cannot show on its own whether recovery has been equitable or complete. New Orleans & Company, the city’s destination sales and marketing organization, reported that 10.1 million visitors spent $4.9 billion in 2004, while 19.08 million visitors spent $10.4 billion in 2024. The organization also reported more than 80,000 tourism and hospitality jobs in the New Orleans area and said visitor-paid taxes support public services.
