Start with clothes and materials you already have, then borrow, swap, rent, or buy secondhand only for what is missing. The U.S. EPA says the most effective way to reduce waste is to avoid creating it in the first place; its general guidance recommends buying used, repairing, borrowing, renting, sharing, and donating usable items. Reusing materials can help conserve resources and prevent waste, but no individual costume idea here has a measured carbon or water saving.
- Shop your closet. Look for a base outfit, accessories, and craft materials such as saved cardboard, old clothes, or fabric scraps.
- Borrow or swap. Ask friends or family for a distinctive garment or accessory, or organize a costume swap.
- Check secondhand options. Try local resale shops, creative-reuse centers, community swaps, or Buy Nothing groups. Choose pieces you can wear again when possible.
- Make only what you need. Use saved cardboard and fabric scraps for details or props. If you do need a supply, a fabric pen can decorate clothing you already own.
- Pass usable pieces on. Repair, share, donate, or store costume components for another year.
“Eco-themed” can mean a costume made from reused materials, or a character that represents an environmental topic. The ideas below include both.

1. Classic witch
Start with a black dress, skirt, or trousers. Add a simple hat or accent made from saved card or fabric if you do not already have one. Keep any added props reusable so they can be stored or repurposed afterward.

3. Scarecrow
Pair a worn flannel or other existing shirt with old trousers or jeans. Add patches from fabric scraps. Secure decorations so they do not catch on things or become loose small pieces, especially on a young child.

This look is “eco-themed” because of its character or message; it does not automatically mean every component is reused.
11. Borrowed storybook or period character
Borrow one distinctive garment or accessory from a friend or family member, then complete the character with basics from your own wardrobe. For an elaborate look you are unlikely to wear again, renting is another reuse option.
How can I make a Halloween costume from recycled materials safely?
Reuse does not replace fit and visibility checks, especially for children. The U.S. Consumer Product Safety Commission recommends costumes that fit well, hems that do not drag, and clear visibility. It also advises looking for flame-resistant labels on costumes and accessories. Reflective tape on a costume or treat bag can help make a wearer more visible after dark.
- Keep masks, sheets, boxes, and accessories from blocking vision.
- Check that the wearer can walk, bend, and move without snagging or tripping.
- Keep hems and capes from dragging, and secure small decorations.
- Check labels for flame-resistant materials; homemade, natural-fiber, or DIY pieces are not automatically fire-safe.
- Use reflective trim or tape for outings after dusk.
The EPA’s waste-prevention advice is general guidance, not a lifecycle study comparing Halloween costumes. Reusing, borrowing, or buying secondhand avoids the need for a new packaged costume, but the environmental footprint of each specific outfit has not been quantified.
