This list ranks 11 characters by how distinctive and versatile their water-associated abilities are, with combat impact and narrative presence as secondary considerations—not by a supposedly objective cross-series power scale.
Scope note: this roundup includes Katara from Avatar: The Last Airbender, a western animated series in the broader Avatarverse, alongside Japanese anime characters. “Water ability” here includes literal water manipulation and clearly water-based fictional techniques, but those categories are not interchangeable.
How this ranking defines water abilities
Characters are ranked for the distinctiveness and range of their water-associated abilities, then for their combat usefulness and importance to their stories. Their fictional systems differ, so the ranking is an editorial comparison, not a measurement of who would win in a shared universe.
- Direct water control: manipulating physical water or using water as an elemental power.
- Water-based combat techniques: techniques that use water within a series’ own magic or ninja system.
- Water-themed forms: styles whose imagery or names invoke water, without establishing literal water control.
That last distinction matters for Tanjiro Kamado: his official profile confirms that he uses Water Breathing, but that alone does not mean he summons or controls physical water.

The 11 best anime characters with water abilities
1. Katara — Avatar: The Last Airbender
Katara is the clearest example here of a character whose core ability is direct water manipulation. Her inclusion also makes the scope of the list deliberately broader than Japanese anime alone: she belongs to the Avatarverse, which the official Avatar Studios portal describes as including both benders and non-benders. The portal is Avatar Studios’ character page.
2. Juvia Lockser — Fairy Tail
Juvia’s water-based magic gives her a strong identity as a water user and makes her a natural fit for a list focused on elemental abilities. Her standing here reflects the distinctiveness of that association rather than a direct power comparison with characters from other series.

3. Kisame Hoshigaki — Naruto
Kisame is among the list’s most recognizable water-style combatants. Water techniques are part of the ninja framework in Naruto, making his abilities different in kind from a character whose defining power is unrestricted elemental control.
4. Noelle Silva — Black Clover
Noelle’s water magic makes her one of the clearest elemental specialists in the group. Her place reflects the combination of a distinct water affinity and the range that elemental magic can offer within her series.

5. Tier Harribel — Bleach
Harribel’s association with water gives her a distinct elemental identity in Bleach. She ranks highly for the strength of that identity and its role in her combat presentation, while the series’ supernatural system remains separate from the elemental magic used elsewhere on this list.
6. Giyu Tomioka — Demon Slayer: Kimetsu no Yaiba
Giyu is a prominent practitioner of Water Breathing, a sword style built around water imagery and forms. That makes him a strong representative of water-themed technique, not evidence by itself that he manipulates physical water.

7. Gengetsu Hozuki — Naruto
Gengetsu brings another distinct take on water-related combat from Naruto. His inclusion highlights how the same broad label can cover specialized techniques within one fictional system rather than a single, universal kind of hydrokinesis.
8. Tobirama Senju — Naruto
Tobirama is another major water-style ninja. His place alongside Kisame and Gengetsu is not a claim that their powers are identical: the shared category is water-based ninjutsu, while each character’s combat role and techniques belong to his own story.

9. Jinbe — One Piece
Jinbe represents a different kind of water-centered fighting from elemental spellcasting or water-style ninjutsu. His inclusion broadens the list beyond characters who simply project or shape water as an attack.
10. Poseidon — Record of Ragnarok
Poseidon’s water association is central to his mythic presentation in Record of Ragnarok. He rounds out the list as a character whose identity evokes water power, though that alone does not make his abilities directly comparable with the other entries.
11. Tanjiro Kamado — Demon Slayer: Kimetsu no Yaiba
Tanjiro belongs on a carefully defined list because Water Breathing is one of the techniques he uses. The official Demon Slayer U.S. character profile says, “He uses the Water Breathing technique as well as Hinokami Kagura.” It also describes him as a kind-hearted boy who joins the Demon Slayer Corps to turn his younger sister back into a human.
That wording supports calling Tanjiro a user of a water-themed sword technique, not a literal water controller. Crunchyroll’s guide to Demon Slayer breathing techniques likewise provides context for treating these forms as sword skills associated with natural elements.

Which kind of water user are you looking for?
- For direct water manipulation: start with Katara, the most explicit example of physical water control in this selection.
- For elemental magic: Juvia and Noelle represent water powers framed as magic in their respective series.
- For water-based ninja techniques: Kisame, Gengetsu, and Tobirama show variations within Naruto’s ninjutsu system.
- For water-themed sword forms: Giyu and Tanjiro use Water Breathing, but the label should not be mistaken for proof of physical water control.
Why there is no objective cross-series winner
A May 22, 2026 ranking from MyAnimeThoughts offers one useful set of comparison axes: destructive scale; versatility and utility, including defense, mobility, and healing; source and stamina; conceptual mastery; and narrative impact. Those criteria can help structure a comparison, but they do not make characters from different fictional systems objectively comparable. This list gives greater weight to the range and distinctiveness of each water-associated ability, with combat impact and narrative presence as supporting factors.
