Who counts as a villain
A list should state whether it includes only primary antagonists, recurring antagonists, or anyone who opposes the protagonists, then apply that definition consistently.
Which version counts
An anime-only ranking should use the strongest form shown in released episodes or films by a stated cutoff date. Manga, light-novel, game, or other adaptation-only feats should not be silently imported. If manga material is included, the list should identify each character’s version and make that scope clear.

Stated potential should be distinguished from an outcome actually shown. What within-series rankings can—and cannot—show
Evidence about matchups or group hierarchies within one franchise can support comparisons among those characters. For example, an editorial ranking of the Akatsuki can offer a within-series perspective; it does not establish that an Akatsuki member outranks a villain from another series.
