Spoilers for the finale of The Regime. Will Tracy considered ending the series with Elena Vernham captured, tried in a hastily arranged public spectacle and hanged. He chose instead to let her survive and return to power—a conclusion he found less conventional, more politically plausible and more unsettling.
What was the alternate ending to The Regime?
In an interview with TheWrap published April 7, 2024, creator Will Tracy said an earlier version had rebels capture Elena, put her through a public show trial and execute her by hanging. It was an ending he considered, not a filmed alternate finale established by the interviews.

Tracy described that version as more conventionally happy, but said it felt “less interesting and also less realistic” to him as a conclusion about how populist leaders hold on to power. In a Salon interview published April 8, 2024, he connected his first idea to the end of Nicolae Ceaușescu’s regime, imagining rebels bringing the leader before a hastily assembled tribunal. As he developed Elena’s character, however, her drive to survive became central.
Why does Elena survive in the aired finale?
The finale ends with Elena accepting a deal that gives the United States a role in the country’s cobalt mining in exchange for help suppressing the resistance. Herbert is killed before the arrangement is secured. Elena then appears before supporters again as chancellor, behind a thick protective barrier.

Tracy’s explanation is that Elena remains useful to the United States in the story’s fictional geopolitical setting. That is his account of the drama’s logic, not a prediction about what would happen in real-world politics. He described the outcome as a return to the old arrangement after Elena’s attempt at change fails.

What does the ending mean for Elena and Herbert?
Tracy framed Elena’s decision as self-preservation at the expense of the possibility of change or self-actualization she associated with Herbert. The Daily Beast’s April 7, 2024 interview likewise reports his view that Elena’s promise to resist the Americans is another shared dream, while survival remains her animating principle.

Tracy also saw the relationship as structurally unequal: Herbert is a product of the political system Elena created, so the two cannot meet as “honest brokers” on a level playing field. That is the creator’s interpretation, rather than the only possible reading of their relationship. The protective glass surrounding Elena at her final appearance makes her restored position feel constrained, not like uncomplicated freedom.

For Tracy, the alternate execution would have offered a recognizable form of closure: the ruler falls and faces punishment. The ending that aired instead returns Elena to office through a geopolitical bargain, leaving the system’s power arrangement largely intact. Its discomfort comes from the gap between the appearance of a restored leader and the costs of her survival—Herbert’s death, the abandoned possibility of change and Elena’s dependence on the deal.
