The finale ends with Homelander’s covert bid for power becoming an open authoritarian order: President-elect Robert “Dakota Bob” Singer is arrested, Speaker Calhoun takes office and deputizes supes under Homelander, and most of the Boys are captured. Butcher’s choice to kill Victoria Neuman helps make that outcome possible, while Annie escapes after her powers return.
How the finale’s assassination plot unravels
The immediate crisis centers on President-elect Robert “Dakota Bob” Singer and a shapeshifter impersonating Annie. Hughie believes he is with the real Annie until the deception is exposed. The real Annie escapes captivity and intervenes.
Meanwhile, Homelander exposes Victoria Neuman as a supe during a broadcast, weakening her political position and putting her daughter, Zoe, at risk. Neuman reaches out to Hughie with an offer: she will help bring down Homelander if the Boys protect her and Zoe.
That possible alliance collapses when Butcher arrives. After seeing Ryan kill Grace Mallory, Butcher has committed to using the anti-supe virus. He kills Neuman with the tentacled power associated with his tumor. The Boys lose a potential ally, and Butcher takes control of the virus.

Why Butcher kills Victoria Neuman
Butcher’s decision is tied to his resolve to use the virus after Ryan’s killing of Mallory. It also destroys the chance to turn Neuman into an ally and protect her and Zoe through cooperation. The scene can be read as a desperate attempt to stop a threat, an act of vengeance, or a point of no return; the finale leaves the weight of those motives with the viewer rather than resolving them.
How Sister Sage’s plan succeeds
Sister Sage explains that Neuman was not essential to her endgame. Singer is arrested after leaked footage shows him discussing Neuman’s assassination. With the president-elect removed, Speaker Calhoun succeeds him, declares martial law and authorizes a nationwide force of supes who answer to Homelander.

Homelander then publicly blames the “Starlighters” for Neuman’s death and vows to hunt them. His power is no longer limited to influence exercised through a hidden ally: the new president has given him state-backed authority. The plan’s success is therefore strategic and immediate, even as the finale leaves the larger conflict unresolved.
Who is captured, and who gets away?
The Boys try to scatter as the regime takes hold, but most are captured. Annie’s powers return, allowing her to escape. Butcher has the anti-supe virus, while the rest of the group is divided between custody and flight. The finale closes on a cliffhanger rather than a victory or a settled outcome.

What “a new America” means
The episode shifts the series’ political conflict from covert maneuvering to overt power. Calhoun’s martial-law government puts supes under Homelander’s command, and the Boys are now fugitives or prisoners facing a state-backed enemy. At the same time, the outcome grows from a character tragedy: Butcher’s choice eliminates Neuman’s possible defection just as Sage’s plan makes her death useful.
Showrunner Eric Kripke told the Los Angeles Times, “I wouldn’t call it a reflection, but I would say this is our worst fear of a pushed version of society.” He also said, “I would confess to being maybe slightly less subtle this season.” Those comments support reading the finale as deliberate political satire, not as a claim that the show predicts real events.

The episode’s timing drew attention because it aired shortly after a real assassination attempt. Kripke told the Los Angeles Times the timing was not planned; Sony Pictures Television said the episode had been filmed the previous year and described the similarities as coincidental and unintentional. The episode’s opening card likewise states that its fictional political violence is coincidental and that the companies and producers oppose real-world violence.

Kripke described the finale as “the low point at the end of Act 2,” positioning it as a setback before the story’s conclusion. The Associated Press reported in June 2024 that season five had been announced as the show’s final season. The episode establishes the stakes for that last chapter, but it does not reveal how the characters’ stories end.
