It follows sanitation workers’ lives and connects dangerous work to caste discrimination, class, gender, contract employment, payment and social exclusion. The film is a portrait of particular experiences, not evidence that every sanitation worker has the same circumstances.
What is Kakkoos about?
The documentary centers the people doing sanitation work and the conditions in which they work. Its account links manual scavenging not only to physical danger but also to the way caste and social discrimination shape workers’ treatment and access to dignity. Descriptions of the film also identify class, gender, contractual work, payment and ostracization as themes. These are related pressures, but they should not be collapsed into a single experience shared by all workers.

Viewers should expect difficult material; the force of the subject, however, lies in understanding how the work is organized and how exclusion can help sustain it, not in treating disturbing images as spectacle. Who directed the film?
Kakkoos was directed by Divya Bharathi. Secondary descriptions agree on its subject and central framing, but differ on runtime and exact release date, so those production details are not stated here. A 2020 interview with Bharathi discusses the film’s subject and the difficulty of counting manual scavenging; the interview records her perspective rather than establishing a current national estimate. What does Indian law prohibit?
India’s Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 distinguishes manual scavenging in specified insanitary settings from hazardous cleaning of sewers and septic tanks. The distinction matters: the law does not prohibit every form of sanitation work.
- Manual scavenging: The Act’s definition covers a person employed by an individual, local authority, agency or contractor to manually clean, carry, dispose of or otherwise handle human excreta in specified insanitary settings before it fully decomposes.
- Hazardous sewer or septic-tank cleaning: This is separately defined by reference to an employer’s failure to provide protective gear and cleaning devices and to ensure safety precautions.
Section 7 states: “No person, local authority or any agency shall, from such date as the State Government may notify, which shall not be later than one year from the date of commencement of this Act, engage or employ, either directly or indirectly, any person for hazardous cleaning of a sewer or a septic tank.” The notification-date qualification is part of the statutory wording. Why can the practice persist despite the law?
The film’s themes point to conditions that legislation alone does not make disappear: caste-based exclusion, unequal treatment, dangerous work and employment arrangements involving contractors or other intermediaries. Where work is contracted out, the person doing it may be separated from the authority or institution responsible for arranging it. That context makes it important to ask who performs the work, under what protections and employment terms, and who is accountable—not to assume that all sanitation work is manual scavenging or that every worker’s circumstances are alike.
Official identification and recordkeeping are also contested. In a 2020 interview, Bharathi said that official and non-governmental counts differed and that records failed to capture the practice. That is her account of data limitations, not a verified current count or a substitute for a national prevalence estimate.

What was the film’s reception, and where can you watch it?
Historical reporting describes screenings that were stopped by police citing law-and-order concerns, while screening archives also document public showings. Together, these accounts establish a contested screening history, not a current ban. Pedestrian Pictures’ archive provides a historical description and screening listings.
The International Dalit Solidarity Network’s resource page links to an official release video, but that reference does not establish whether the video currently plays, whether the film is licensed for other screenings, or whether a physical copy is available.
