Spoilers for Season 8, Episodes 9 and 10 of 9-1-1. The person who kidnaps Maddie is Detective Amber Braeburn, played by Abigail Spencer. The reveal turns a detective who appeared to be helping Maddie and Athena into the threat behind the case. Showrunner Tim Minear said the twist was planned from the beginning.
Who kidnapped Maddie on 9-1-1?
It was Amber Braeburn, a Missing Persons detective played by Abigail Spencer. In “Sob Stories,” the calls from a supposed serial killer and Maddie’s attempts to reach the caller make that figure seem like the central danger. But Amber is behind the calls and the abduction. Richard Bullock, another apparent suspect, is a patsy rather than the kidnapper.
The turn works because Amber has been positioned as an ally on the investigation. Minear told AOL, republishing an Entertainment Weekly interview on March 7, 2025, that Amber being the culprit was the plan from the start.
How does the two-episode story end?
Episode 9, “Sob Stories,” closes on the Amber reveal. Episode 10, “Voices,” follows Maddie’s captivity and resistance in Amber’s basement. When Chimney arrives, he is also put in danger. Maddie acts to protect him after Amber attacks her; Athena intervenes and kills Amber. Maddie survives.

What did Jennifer Love Hewitt say about the ordeal?
Hewitt, who plays Maddie, described this as the worst thing to happen to her character, comparing it with Maddie’s earlier ordeal involving Doug. That was Hewitt’s assessment, not an objective ranking of the character’s experiences. TheWrap’s March 6, 2025 interview also noted that Maddie is pregnant; within the story, that fact was not yet known to her colleagues at the call center.

Hewitt said Maddie’s instinct to fight back is central to how she plays her. In the AOL/Entertainment Weekly interview, she called Maddie “a feral woman with a lot of gumption, who is a fighter and a survivor. She’s meant for these situations. She just is.” That describes Hewitt’s fictional character, not survivors generally.
In a later conversation with TV Insider on March 13, 2025, Hewitt described the call center as a safe place for Maddie and the kidnapping as a rupture of that safety. She anticipated fear and PTSD as part of Maddie’s aftermath; those are character-focused comments, not a clinical assessment.

What inspired the serial-killer calls?
Minear said the idea began with a real case he recalled from Minnesota, while qualifying his recollection: “I think” it was from Minnesota. He described a serial killer calling 911 and saying, “I’ve done it again. I can’t stop myself, you’ll find her body here….” He said recordings of the calls could be heard online and that they inspired the story’s starting point.
That is Minear’s account of the inspiration, not an independently established identification of a particular case. The interview does not name the case, so it would be misleading to treat the show’s plot as a documented account of a specific real crime. The reveal and the characters’ actions are fictional.

How did Abigail Spencer approach Amber?
Spencer said she was pitched a two-episode arc based on a real killer and discussed portraying Amber’s different presentations in TV Insider’s March 14, 2025 interview. That offers insight into the actor’s approach to the role; it does not make Amber’s portrayal a reliable guide to a mental-health condition.
