The picture showed the characters together, not confirmation that they were a couple. Season 3 later gave them a romantic milestone, while its finale left their relationship status open.
What the Season 3 first-look photos showed
Netflix’s February 2, 2023 first-look article presented images offering a glimpse of “budding romances and dangers.” One gallery caption identifies Madison Bailey as Kiara and Rudy Pankow as JJ. It establishes that both characters appeared together in the Season 3 publicity images; it does not, by itself, establish that they were in a relationship.
The announcement arrived before Season 3 premiered on February 23, 2023. Netflix’s Poguelandia event recap described the Pogues as stranded on a desert island after losing the gold, then drawn into another treasure hunt. John B, Sarah, Kiara, Pope, JJ and Cleo were among the central characters.
Do JJ and Kiara get together in Season 3?
Yes, the season brings them to a romantic turning point. In the penultimate episode, JJ and Kiara kiss and tell each other “I love you,” as Netflix’s February 27, 2023 interview with the cast and creators recounts.

That moment was deliberately held back. Co-creator and executive producer Shannon Burke said the writers had scripted kisses for earlier episodes, then removed them:
“We’d had them kiss at least twice in the script — in Episode 3 in the boat and then in Episode 4 at the Chateau — and then pulled it back.”

Co-creator Josh Pate said the team wanted to wait until they could give the characters a scene that did the moment justice. Bailey described Kiara as wanting JJ to understand that she cares about him; Pankow discussed JJ’s fear of losing the found family he has built with the Pogues.
Does the finale confirm they stay together?
No definitive answer comes from the finale. It jumps forward 18 months, and Bailey told Tudum that the status of JJ and Kiara’s relationship at that point is ambiguous. The season’s penultimate-episode kiss and declaration of love are clear; whether they remain a couple after the time jump is not settled.

Where Season 3 fits in the series
This is a retrospective on 2023 publicity, not a new announcement. Season 3 premiered on Netflix on February 23, 2023, and Netflix’s current first-look page presents Outer Banks as a five-season series. The photos are a first look at that season; the relationship developments described above come from episodes and later comments, not from the image itself.
