Yes, Kodi 19 Matrix RC1 is still listed in official archive directories for some platforms, but it is a prerelease—not the stable version. Kodi formally released stable Kodi 19.0 on February 19, 2021. If you want Matrix, choose a final release rather than an RC, and select the download for your own platform and device architecture.
What “RC” means for Kodi 19 Matrix
RC stands for “release candidate”: a build made available near the end of testing before a planned final release. Kodi announced its Matrix release candidate on January 16, 2021. The project described that build as stable enough for daily use at the time, but that did not make it the final 19.0 release.
On February 19, 2021, Team Kodi announced that Kodi 19.0 Matrix had been formally released after the alpha, beta, and RC stages. The RC and stable release are therefore distinct builds, even though both carry the Matrix name.
Where the archived RC and stable files appear
Kodi’s official mirrors retain historical installers for some platforms. The Windows 64-bit directory lists kodi-19.0-Matrix_rc1-x64.exe, dated January 15, 2021, and the final kodi-19.0-Matrix-x64.exe, dated February 18, 2021. The Android arm64 directory likewise lists separate RC1 and final 19.0 APKs.

Those entries show that the RC remains downloadable from those archive listings; they do not mean it is the current stable build or that every platform has the same archived files. Kodi’s official download pages and mirrors are the appropriate places to select a build for your platform. Check the version label and architecture before downloading.
Matrix releases continued after 19.0
Kodi later published Matrix point releases. Its Windows mirror includes stable Matrix versions beyond 19.0, and Kodi announced version 19.4 in 2022. The 19.0 RC is consequently an especially old choice when compared with later stable Matrix builds.

Distribution details can vary by platform and date. In its 2022 announcement, Kodi said Android 19.4 could not then be uploaded to Google Play because of an API-level requirement, and described manual downloads. That was a historical note about that release, not evidence of a current Google Play restriction.

rc. - For an older build needed for a specific reason: use Kodi’s official archive and confirm the version, platform, and architecture match your device.
- For a current installation decision: consult Kodi’s official download page rather than treating an archived RC as the recommended release.
The mirror listings establish that these files are present, but they do not establish that a particular installer is secure for a specific device today.
