If a magazine rejects your short story, don’t treat a form letter as a diagnosis—and don’t revise and resubmit to the same publication unless its editor invites you or its guidelines allow it. Let the disappointment pass, consider any specific feedback on its merits, then check the rules and fit of another market.
What a form rejection can—and cannot—tell you
Form rejections are common in magazine submissions. Writer and editor Benjamin C. Kinney notes that many markets use form letters with language as brief as “it didn’t work for us.” That wording tells you the publication passed; it does not identify a particular flaw in your story or establish that the story lacks merit.
Selection is also constrained by taste and space. Kinney describes it this way: “Short story selection is an act of art criticism. There are no objective metrics.” Editors may receive more strong work than they can publish, and decisions can reflect a publication’s needs, budget, or stories it has already acquired. This is one editor-author’s account, not a universal formula for every magazine.
Fit matters separately from craft. Editors may pass on a capable story because it does not suit a publication’s style, or because they have recently considered similar work. A rejection therefore offers little useful evidence about craft unless it includes a specific comment.

How to decide whether to revise
If the letter is a form
Don’t infer an exact problem from a generic response. You can reread the story later with fresh eyes, but avoid making a major change simply to answer a criticism the editor never made.
If the editor included a personal note
Take the note as one reader’s reaction. Ask whether the issue is clear in the story, whether the suggested change serves your aims, and whether other readers have raised the same point. Feedback can be useful without being an objective verdict.

If you are considering resubmitting to that publication
A personal comment is not automatically an invitation to revise and resubmit. Unless the editor explicitly asks to see a revision, the usual next step is to submit the story elsewhere, after checking that market’s current rules. Editors distinguish an explanation of a pass from a request for substantial revision.

Before sending the story again, compare publications on the details that determine whether the submission is eligible and suitable:

- Editorial fit: Does the magazine publish your genre, tone, and kind of story?
- Submission window: Is it currently open, and does it accept work through the method you plan to use?
- Length and format: Does your story meet its word-count and manuscript requirements?
- Eligibility: Does the market accept previously submitted work, and must the story remain unpublished?
- Simultaneous submissions: Can the story be under consideration elsewhere at the same time? If so, what must you do if another editor accepts it?
- Rights and terms: What rights does the publication request, and what payment, if any, does it offer?
- Response and queries: Does it state a response-time estimate or explain when a status query is appropriate?
Policies differ, so one magazine’s rules are not an industry standard. For example, Of Ink and Shadows’ submission page describes short stories of 1,001–7,500 words, requires unpublished work, and permits simultaneous submissions, with prompt notification if another publication accepts the story. The Dark Magazine’s guidelines say it does not consider simultaneous submissions and set out its own rights and payment terms. These are examples, not permanent market data; check each publication’s live guidelines immediately before submitting.
Make the next submission clean and deliberate
Match the market before polishing the cover letter: read recent work or the publication’s stated preferences, confirm the story fits its genre and length, and follow its formatting and submission instructions. A clear, professionally prepared submission removes avoidable obstacles, but it cannot guarantee acceptance. Thriller Magazine’s 2026 craft advice emphasizes genre fit, guideline compliance, clarity, stakes, and an earned ending; that reflects the publication’s perspective rather than a universal scoring rubric.

If the story continues to receive form rejections, you still cannot calculate a reliable craft diagnosis from their brevity. You can, however, review whether you are consistently targeting suitable markets and whether independent readers have identified a concrete revision worth making. No reliable, current market-wide short-story rejection rate is established by the sources cited here, so a supposed typical number of rejections should not be treated as a benchmark.

In an account of The Iowa Review’s September–December 2005–2006 submission period, former editor Joe Hessert reported roughly 7,000 unsolicited fiction manuscripts and only four or five short stories ultimately accepted. That is a historical example from one publication and period, not a current acceptance rate or a prediction for other magazines. Hessert also wrote: “At the end of the day I recognize that evaluating creative writing is subjective and I realize that I’ll certainly make the wrong decision sometimes.”
