Shueisha, the publisher of Rurouni Kenshin, suspended the manga’s Hokkaido Arc after the referral, then resumed serialization in June 2018. The court outcome and the publisher’s decision to resume the series are separate parts of the controversy.
What happened in the legal case?
The events reported in 2017 and 2018 were different stages, not interchangeable descriptions of one outcome.
November 2017: police referral
Contemporary reporting said Tokyo police referred Watsuki to prosecutors over suspected simple possession of child pornography. A referral is an investigative step; it is not itself the later court disposition.
February 27, 2018: summary fine
Sponichi reported that Tokyo Summary Court issued Watsuki a ¥200,000 summary fine following a summary indictment under Japan’s child prostitution and child pornography law for simple possession. This was a summary fine—not a reported prison sentence—and should not be described as an arrest or as a finding about other offenses. The amount and outcome here are based on contemporaneous news reporting, not a court judgment document.

Why did Shueisha suspend the manga?
On November 24, 2017, Shueisha’s Jump SQ. editorial department apologized to readers, said it took the reporting seriously, and announced that Rurouni Kenshin: Hokkaido Arc would be suspended beginning with the issue released December 4. The notice also said Watsuki deeply regretted the matter.
The editorial department’s statement included: 「今回の報道を受けまして、編集部として重く受け止めております。」 In translation: “In response to this reporting, the editorial department takes the matter seriously.” This was the publisher’s statement, not a quotation from Watsuki.

Why did Shueisha resume serialization?
In April 2018, Jump SQ. announced serialization would resume with its July issue, released June 4. The editorial department apologized again and said it believed the author and publisher had a responsibility to respond through the work to opinions they had received.
ORICON reproduced the publisher’s explanation: 「作品作りを通してお応えしていくこともまた作家ならびに出版社の責務であると考え」—the department considered responding through the creation of the work to be a responsibility of both author and publisher. That was Shueisha’s stated rationale for resuming the manga; it does not establish that readers agreed or that criticism had ended.

What the controversy does—and does not—establish
