The $20 billion was the damages Trump sought in an amended complaint; the agreement allocated its $16 million to his future presidential library and plaintiffs’ legal fees and costs, with no direct payment to Trump or co-plaintiff Ronny Jackson and no apology.
What was Trump’s lawsuit about?
Trump sued CBS News in federal court in Texas over the editing and broadcast of an interview with his 2024 election opponent, Kamala Harris. CBS aired one portion of Harris’s answer in an early Face the Nation excerpt and a different portion in the later 60 Minutes broadcast. Trump alleged that the edits deceptively manipulated the interview and interfered with the election. CBS and Paramount denied wrongdoing and described the editing as standard. CBS News reported on the case and settlement.
How did the $20 billion demand become a $16 million settlement?
Trump initially sought $10 billion in damages, then raised his demand to $20 billion in an amended complaint filed in February 2025. That was the amount claimed, not an award or settlement. On April 30, Ars Technica reported that Paramount was reportedly ready to settle. Reuters reported on June 30 that a court filing described negotiations as “good faith, advanced” and requested a delay in proceedings. Paramount announced the agreement on July 2, 2025, for $16 million. Ars Technica covered the reported plan; Reuters reported on the negotiations.

The agreement allocated the $16 million to Trump’s future presidential library and plaintiffs’ fees and costs. CBS News reported that Trump and Jackson would not be paid directly. The agreement did not include an apology. CBS News reported the terms.

The Associated Press reported that transcripts could be redacted where required for legal or national-security concerns. The Associated Press reported on the settlement terms.
What did the people involved say?
Paramount and CBS denied wrongdoing while the case was pending. At a July 2 shareholder meeting, co-CEO George Cheeks defended settlements generally as a way to avoid high legal costs and trial uncertainty, saying a company could focus on its objectives “rather than being mired in uncertainty and distraction.” That was his explanation of the general rationale for settling, not evidence of every decision-maker’s motive.

Rome Hartman, a producer of the Harris interview, called the settlement “a cowardly capitulation by the corporate leaders of Paramount, and a fundamental betrayal of ‘60 Minutes’ and CBS News.” He also said the interview story “was edited by the book and in accordance with CBS News standards.” Those statements express Hartman’s view. The Associated Press reported that Trump’s lawyer said Trump experienced “mental anguish” over the interview; a spokesperson for Trump’s legal team said Trump “delivers another win for the American people.” Those are statements from Trump’s side, not findings established by a court. The Associated Press reported the reactions.

The negotiations took place while Paramount was seeking FCC approval for its proposed merger with Skydance Media. Reporting connected the settlement talks and merger review in time, and critics questioned whether the agreement could benefit Paramount’s merger effort. A July 29, 2025 Senate committee letter criticized the decision and its timing. That context prompted scrutiny, but the reviewed reporting does not establish that Paramount settled in exchange for regulatory approval or that approval was purchased. The Associated Press covered the merger context and criticism; Reuters reported on the timing of settlement talks; CBS News reported the agreement.
