To find a college policy or course record, start with the institution’s current catalog, policy library, registrar, or policy office. Verify the issuing office and the document’s date or academic year; if it is not posted, use the college’s records-request instructions to contact the office that maintains it. Keep student-specific records separate: FERPA may protect records directly related to an identifiable student, but it does not make every college document confidential.
Identify the exact document you need
Before searching, note the college and campus, the policy or course title, the relevant department if known, and an approximate date or academic year. Be clear about what the record needs to answer: a current academic rule, a course’s catalog description, or the content of a particular class.
Those are different records. A catalog description is not necessarily the same as a specific section’s syllabus or schedule. A class roster or record tied to an individual student raises different privacy questions from a general policy or course description.
Search the college’s official pages first
Useful searches include “[college name] course catalog [academic year],” “[college name] policy library,” “[college name] [policy name],” and “[college name] public records request.” These are practical query templates, not measures of search popularity. A search engine can help locate a page, but verify the result on the named college’s official site.

- For a course description or academic rule, check the current course catalog and registrar’s pages.
- For a policy, check the policy library or policy office; academic regulations, faculty handbooks, and board or governance records may also be relevant.
- For a request that is not handled by the page you found, look for the college’s public-records, open-records, records-request, or custodian-of-records page.
Official catalogs can include records-related material: the University of Florida Undergraduate Catalog places FERPA and confidentiality information in its academic-regulations section, and the Iowa State University Catalog has a student-records area. These examples illustrate where such material may appear; use the catalog and policy pages for the institution you are checking.
Check that the page is authoritative and current
A college website can contain current pages, archived material, and older copies. Before relying on a document, check who issued or owns it and whether its date and status match your question.

- Institution and office: Confirm that the page belongs to the named college and identify the office responsible for the catalog entry or policy.
- Date and scope: Look for a revision or publication date, effective date, academic year, policy number, and any archive label.
- Version history: Follow links to prior versions if you need to establish what applied at an earlier time.
- Record of your search: Save the direct URL and note the date you accessed it. Keep a copy or citation if you may need to show which version you consulted.
Colleges do not all label versions the same way. If two official pages conflict, favor the newer material from the office responsible for the policy, then contact that office to confirm which version governs.
Request a record that is not posted
Use the college’s own records-request page to find the custodian, responsible office, and submission method. Describe the record narrowly enough for staff to identify it, but include the details that distinguish it from similar material.

- Identify the policy name or course number and title, plus the campus or department.
- Give the relevant date range or academic year and explain which version or type of record you seek.
- State your preferred format and submit the request through the institution’s listed process.
- If the college says another office maintains the record, redirect the request to that office.
State public-records laws and college procedures vary. Deadlines, fees, exemptions, and appeal rights depend on the jurisdiction and the institution’s instructions; check both before relying on a particular rule. No general state response deadline can be inferred without knowing the state and college.

FERPA’s definition of an education record covers records directly related to a student and maintained by an educational agency or institution, or by a party acting for it. The federal regulations also define directory information separately and exclude Social Security numbers and student ID numbers from that category except in limited cases. A policy or catalog page is not automatically a student education record merely because a college maintains it. The key distinction is whether a record is directly related to an identifiable student. Conversely, the fact that general policies are public does not make student-specific records public.
Parents and eligible students have FERPA access rights to the student’s education records, subject to the law’s scope and limits. Under 34 CFR § 99.10(b), a school must provide an opportunity to inspect and review those records within a reasonable period, no later than 45 days after receiving the request. That is a FERPA access period for a parent or eligible student seeking education records—not a general public-records response deadline for a journalist or another member of the public seeking an institutional policy.

The Department of Education explains that FERPA rights transfer to a student when the student turns 18 or attends a postsecondary institution at any age. It also describes limited circumstances in which information may be shared with parents. See the Department’s guidance on parental access to an eligible student’s records and its explanation of record creation and retention. FERPA does not generally require a school to create or maintain education records, except while an eligible student or parent has an outstanding request to inspect and review them; do not assume a particular record exists.
