What to Know About the Olympics Gender Debate Around Imane Khelif and Women’s Boxing

Imane Khelif’s Olympic eligibility and a later World Boxing restriction involve different rules from different governing bodies. Here is what the timeline and current appeal establish.

Imane Khelif won Olympic gold in women’s 66 kg boxing at Paris 2024 under the rules for that tournament. The debate since then has involved different sports bodies applying different eligibility policies—not one ruling that governs every boxing event. In the latest reported development, Khelif appealed a World Boxing restriction to the Court of Arbitration for Sport (CAS), which declined to suspend the restriction while the appeal proceeds. That interim decision is not a final ruling on the case. The title’s suggestion that she is preparing for a particular upcoming bout is not established by the available reporting.

What is the Olympics gender debate about?

The dispute concerns eligibility rules for women’s boxing and which organization’s rules applied at a given event. It became prominent after the International Boxing Association (IBA) disqualified Khelif and Taiwan’s Lin Yu-ting from its 2023 Women’s World Boxing Championships, then resurfaced during the Paris Olympics, where the International Olympic Committee (IOC) administered the boxing tournament.

World Boxing, a separate governing body, later introduced its own sex-screening policy. Its restriction on Khelif—and her appeal of that restriction—are the current legal issue described in the latest reporting. These decisions concern sporting eligibility; they should not be treated as interchangeable judgments about a person’s identity or as a single universal ruling for women’s boxing.

What happened, and when?

March 2023, Women’s World Boxing Championships IBA The IBA disqualified Khelif and Lin from its women’s competition after eligibility testing. In a July 2024 statement, the IBA said the athletes did not meet its criteria and asserted that they had competitive advantages. It said the test specifics were confidential.
Paris 2024 Olympic Games IOC-administered tournament The IOC said Khelif and Lin met the tournament’s requirements. Khelif competed in the women’s 66 kg division and won gold.
May 2025, World Boxing competitions World Boxing World Boxing adopted eligibility criteria that include genetic sex screening. It told Algeria’s federation that Khelif could not participate in the female category at a World Boxing event until she was screened under the policy.
2026, appeal to CAS CAS Khelif appealed the World Boxing restriction. CAS declined to suspend it pending the appeal; that interim decision did not resolve the merits of the case.

Why did the governing bodies reach different decisions?

Each decision applied to a different competition, at a different time, under a different organization’s rules. The IBA’s decision applied to its 2023 championships. The IOC was responsible for the Paris 2024 Olympic boxing tournament and applied that event’s requirements. World Boxing’s later policy governs its own competitions; it did not retroactively set the Olympic rules.

The IOC’s 2021 framework set principles for sports bodies and called for sport-specific criteria. It was not a universal test that automatically decided eligibility across all sports and events. For any eligibility dispute, the relevant questions are which body set the rule, which event it governs, what evidence and procedure it requires, and what options exist for appeal or interim relief.

What is publicly established about the tests?

The IBA says eligibility testing led to its 2023 disqualification, but it has not made the test specifics public in the statement described here. The available public account therefore does not independently establish the test method, disclose underlying results, or provide an independent medical finding about Khelif. Its claims about ineligibility and competitive advantage should be attributed to the IBA, not presented as verified medical conclusions.

World Boxing’s requirement for genetic screening is a policy governing access to its events. The existence of that policy, or a restriction pending screening, does not by itself establish an individual test result. It is more accurate to describe the issue as a dispute over eligibility rules and process than to say Khelif “failed a gender test” without explaining what test, under which organization’s rules, and what result has actually been made public.

Is Imane Khelif allowed to compete in women’s boxing?

There is no single answer that applies to every organization. Khelif was eligible under the IOC-administered Paris 2024 tournament rules and competed there. World Boxing’s separate policy bars her from its female category until screening under that policy. In 2026, CAS declined to suspend that restriction while considering her appeal. The latest reported account establishes the interim decision, not the appeal’s final outcome; it therefore does not settle her eligibility for future events governed by World Boxing.

Is this a debate about transgender participation?

The reviewed reporting says there is no suggestion that Khelif is transgender. Sex characteristics, gender identity, and eligibility under a sports organization’s rules are distinct subjects. The controversy described here is about the criteria and procedures governing women’s boxing, and it should not be used to make unsupported claims about Khelif’s identity.

What interests are at stake in the policy debate?

Sports bodies frame eligibility policies around questions such as competitive fairness and safety; athletes and advocates also raise inclusion, privacy, and due process. The practical debate is not simply a yes-or-no choice between fairness and inclusion. It includes whether criteria are published in advance, what evidence they rely on, how confidential information is handled, whether affected athletes receive notice and a meaningful appeal, and whether restrictions can be challenged before a competition.

During the Paris controversy, IOC President Thomas Bach said, “There was never any doubt about them being a woman.” That was Bach’s statement of the IOC’s position in the dispute, not a scientific finding.
