For a mostly static YouTube playlist, start with 1080p30 H.264 at 10 Mbps if your upload connection can sustain it; use 720p30 at 6 Mbps when you need to reduce bandwidth. Set rate control to CBR and keyframes to 2 seconds. YouTube does not publish a special low-motion preset: those bitrates are its general H.264 live-ingest recommendations for the resolution and frame rate, not results measured on a particular playlist. YouTube’s live encoder settings are the reference point.
Choose 720p30 or 1080p30
For a documentary playlist with a mostly still image, album art, or simple visualizer, 30 fps is usually a sensible starting point when the source does not contain movement that benefits from smoother motion. Choose between 720p and 1080p based on visual detail and the upload capacity you can reliably reserve.

These are YouTube’s listed recommendations, not low-motion-specific targets or a guarantee of what each viewer will receive. YouTube transcodes live streams into viewer formats, so choose an ingest setting your connection can sustain rather than assuming a static image means every viewer gets the same bitrate. Do you need 60 fps?
Not merely because the stream is live. If the playlist’s visuals are static or slow-moving, 30 fps avoids spending bandwidth and encoding capacity on extra frames that may not improve the experience. Consider 60 fps only when the source has motion that genuinely benefits from smoother temporal sampling and your upload and encoder can support the higher setting. That is a practical choice, not a special YouTube rule for playlists.

Set the encoder’s bitrate, keyframes, codec, and latency
- Rate control: choose constant bitrate (CBR) for the outgoing stream.
- Keyframe interval: set 2 seconds; YouTube says not to exceed 4 seconds.
- Video codec: YouTube lists H.264, H.265/HEVC, and AV1 for RTMP/RTMPS ingestion. The bitrate examples above are specifically for H.264.
- Audio: use AAC or MP3, which YouTube lists as supported audio codecs for RTMP/RTMPS.
- Protocol: YouTube recommends RTMPS.
- Latency: normal latency is a reasonable choice for a passive playlist. Lower latency can increase buffering, and it matters less when viewers are not interacting in real time. YouTube’s live latency guidance also explains that DVR lets viewers pause and rewind.
Encoder labels differ, but look for the equivalent settings in your streaming software. Keep the selected frame rate, resolution, codec, bitrate, and keyframe interval consistent with your chosen profile.
Check upload capacity before going live
The stream’s total bitrate must fit within dependable upload bandwidth. YouTube recommends leaving 20% headroom beyond the primary stream and any backup stream configured. For a single 10 Mbps stream, that guidance works out to at least 12 Mbps of dependable upload capacity; for a 6 Mbps stream, at least 7.2 Mbps. Those figures are arithmetic applications of YouTube’s headroom recommendation, not separate service guarantees. YouTube’s streaming tips advise leaving room rather than running at the connection’s limit.

- Test the connection’s upload speed; a download result does not establish that upload capacity is sufficient.
- Choose a bitrate that leaves the recommended margin, including any backup stream’s bitrate if you use one.
- Run a test stream with audio and movement representative of the real playlist. For a playlist, include track changes and visual transitions so you can check levels and transitions as well as the static image.
- During the test, watch YouTube’s stream health and encoder messages. If the connection struggles, lower the resolution or bitrate and test again.

Clear music rights before streaming a playlist
Technical settings cannot prevent a copyright interruption. YouTube scans live streams for third-party content; if it identifies material, it can show a placeholder and warn the creator, and the stream may be interrupted or terminated if the content remains. A license by itself may not be enough to avoid a live interruption: YouTube says the rights owner may need to add your channel to its Content ID allowlist. Check the relevant rights holder or provider directly about live-stream use and the territories covered. YouTube’s live-stream copyright guidance explains the scanning and allowlist issue.

YouTube’s live-stream terms say content providers represent and warrant that they have the necessary rights for worldwide exploitation of live content on Google services, including music licensing rights from artists, record labels, publishers (including public performance licenses), and other royalty participants. - YouTube says Creator Music tracks may be used only in long-form videos and cannot be used in live streams.
- YouTube’s copyright-safe music guidance identifies public-domain music and music used with permission from the copyright owner as categories creators may use. Confirm that any permission or license covers live streaming and the relevant territories; a “free” label alone does not prove that it does.

Frequently Asked Questions
Does a still-image playlist need a higher bitrate because it runs for a long time?
No special low-motion bitrate is published by YouTube. Select a resolution and bitrate your upload connection can reliably sustain; duration alone does not change the recommended live-ingest settings.
Can a music track be used in a live stream if it is available through Creator Music?
No. YouTube’s published Creator Music rules limit those tracks to long-form videos and exclude live streams.
