HEVC, also called H.265, is a video compression standard designed to deliver comparable or better-looking video at a lower bitrate than older codecs such as H.264. That can reduce the bandwidth needed to stream video or the storage needed for a file, but the improvement is not guaranteed: the encoder, settings, content, and viewer’s device all matter.
What HEVC is—and what it is not
HEVC stands for High Efficiency Video Coding. It is also known as H.265 and MPEG-H Part 2. ITU-T identifies H.265 with ISO/IEC 23008-2, and Fraunhofer Heinrich Hertz Institute says the first version was finalized in April 2013. See the ITU-T recommendation record and Fraunhofer’s HEVC overview.
HEVC is a coding standard: it defines how video is compressed and decoded. It is not a streaming service, a file container, or one particular encoder. Different encoders can produce HEVC video with different speed, compression efficiency, and visual results.
These are separate parts of a streaming workflow: an encoder compresses video; a container or package organizes it; a delivery system sends it; and a player decodes and displays it. Choosing HEVC addresses the compression format, not every other step.

How HEVC compression affects quality and bitrate
Compression represents video using fewer bits than an uncompressed picture sequence. HEVC’s purpose is to improve compression efficiency: in suitable comparisons, it can deliver a similar subjective result at a lower bitrate, or improve quality for a given bitrate.
In an Apple Developer talk about 4K and HDR HLS, Apple says HEVC enables higher-quality video delivery at about 40 percent lower bitrate than H.264. This is an approximate comparison, not a promise for every video, encoder, setting, or quality measurement. It also does not mean an HEVC file will always be 40 percent smaller: file size depends on bitrate and duration, and the resulting quality depends on how the video was encoded. Changing an already compressed file’s codec does not restore detail or automatically improve its picture. A low-bitrate HEVC encode can look worse than a high-bitrate H.264 encode. The useful comparison is between actual encodes made for a particular quality goal and viewing situation—not codec names alone.
What determines the bitrate a stream needs?
There is no universal HEVC bitrate that guarantees a particular appearance. Apple’s HLS guidance identifies several factors that affect bitrate needs:

- Codec and encoder: the implementation and its features affect how efficiently it compresses the material.
- Resolution and frame rate: more picture detail or more frames can change the amount of data needed.
- Content complexity: a scene with motion, texture, or fine detail may be harder to encode than a relatively static scene.
- Bits per pixel and dynamic range: Apple notes that HDR typically needs more bits per pixel than SDR in its guidance.
- Quality goal: the target subjective result affects how much compression is acceptable.
For a stream, a lower bitrate can reduce the network capacity needed to deliver it. For a file, bitrate and duration influence storage size. In either case, reducing bitrate too far can make compression artifacts more noticeable. Apple’s HLS specification appendixes discuss factors that affect bitrate selection; evaluate settings on the actual content and encoding workflow.
HEVC compatibility: why “supports H.265” may not be enough
A device or player must support the specific HEVC stream, not merely the codec name. Compatibility can depend on the profile, level and tier, bit depth, resolution, frame rate, HDR format, container, and the device’s decoder. A file extension by itself does not establish that a video will play.
Check the manufacturer’s current specification for the exact device and playback path. If a file fails, compare its encoding details with the device’s documented limits, including whether it supports the file’s bit depth, frame size, frame rate, and HDR format. ITU-T’s H.265 conformance specification describes conformance testing; it is not a device-by-device compatibility list.
Apple HLS: a concrete, platform-specific example
Apple’s HLS authoring rules show why codec choice and stream packaging have to be considered together. Apple states: “All video MUST be encoded using H.264/AVC, HEVC/H.265, Dolby Vision, or AV1.” That is a requirement in Apple’s authoring specification for its platforms—not a universal rule imposed on all streaming services.

For the Apple HLS workflow described in its authoring specification:
- HEVC video must use fragmented MP4 (fMP4).
- The specification gives profile, level, and tier limits. Its stated ceiling is Main 10 Profile, Level 5.1, High Tier; for maximum compatibility, some variants should be no higher than Main 10 Profile, Level 4.0, Main Tier.
- For HDR HEVC, it specifies HDR10, HLG, or Dolby Vision, and calls for SDR streams as well for backward compatibility.
- It provides example bitrate variants, while advising authors to evaluate encoding against their material and workflow.
Apple’s HLS overview also illustrates the distinct workflow stages: an encoder can produce video and audio, a segmenter can create media segments and an index, and clients can request those segments in sequence. These details describe Apple’s HLS guidance and should not be treated as requirements for every platform or player.
Apple’s example bitrates for HLS VOD
The figures below are Apple’s example variant bitrates for 16:9 VOD, not universal targets, minimums, maximums, or guarantees of perceptual quality. They apply to the listed Apple HLS examples; choose a ladder based on the actual content and encoder.

The source table lists these as examples, and the HDR entries correspond to the same UHD or HD rows. They are not a recipe for other services: codec implementation, content, frame rate, quality target, and delivery conditions can change what works.

Choosing HEVC for a streaming workflow
When bitrate efficiency is the priority
HEVC is worth considering when you need to reduce bitrate or deliver more picture quality within a bitrate budget, provided the target devices can decode the specific stream. Compare encodes using your content and a consistent quality goal; do not assume the nominal compression advantage will be identical across encoders or scenes.
When broad compatibility is the priority
Confirm support across the actual devices and playback paths used by your audience. If some cannot handle the HEVC variant, a compatible fallback may be needed. Apple’s own HLS guidance calls for SDR alongside HDR for backward compatibility in its specified workflow; other platforms may have different requirements.
When you need to set a bitrate ladder
Use platform-specific guidance only for the platform it covers, then test the ladder on representative footage. Include demanding scenes as well as simple ones, and check both playback quality and device support. A published bitrate example is a useful starting illustration, not evidence that the same rate will suit every programme.

Troubleshooting HEVC playback and streaming
The video will not open or the player reports an unsupported format
Check the container and the device’s support for the exact HEVC profile, level, bit depth, resolution, and frame rate. “HEVC support” alone does not establish compatibility with every stream. Try a variant that falls within the device’s documented capabilities or use a compatible encode.
The picture looks poor despite using HEVC
Inspect bitrate, encoder implementation and settings, source quality, resolution, frame rate, and the complexity of the scenes that look worst. HEVC does not repair detail lost in the source or guarantee a better picture at any chosen bitrate. Compare a new encode against the source and a suitable alternative at the quality level you need.
The stream stalls or cannot sustain its selected variant
Check that delivery capacity and the viewer’s connection can sustain the selected bitrate, and review whether the ladder offers a lower-rate variant where the platform supports adaptive delivery. Apple’s sample rates are examples for its HLS workflow, not universal targets. If encoding locally, hardware encoding is one possible production configuration; the choice of encoder does not remove the need to match bitrate and quality to the material.

HDR video fails or looks different than expected
Verify support for the specific HDR format and bit depth throughout the encoding, packaging, and playback chain. For Apple HLS, the cited guidance names HDR10, HLG, or Dolby Vision for HDR HEVC and requests SDR variants for backward compatibility. Other platforms and devices may differ.
