Choose WebRTC when viewers need to interact with a live stream with near-immediate response; choose CMAF-based LL-HLS or LL-DASH when a few seconds of delay are acceptable and HTTP-based delivery, adaptive playback, and broad distribution are priorities. Neither choice guarantees a particular latency: measure the complete path from capture to playback on the devices and networks you intend to serve.
First, what are you comparing?
CMAF (Common Media Application Format) is a way to package segmented media, not a delivery protocol by itself. CMAF media can be carried through HLS or MPEG-DASH over HTTP. Low-Latency HLS (LL-HLS) and low-latency DASH (LL-DASH) can expose CMAF chunks before a complete segment is available. Apple describes CMAF media objects as resources that can support HLS playlists and a DASH MPD (Apple’s CMAF documentation).
WebRTC is a real-time communications technology for browser applications. Its architecture uses RTP media and connection mechanisms including STUN and ICE (WebRTC architecture overview). So the practical choice is between a CMAF-based HTTP delivery workflow and a WebRTC workflow—not between two equivalent media formats.
MPEG describes DASH as a suite of standards for streaming live and on-demand media over existing HTTP infrastructure, including servers, CDNs, and caches (MPEG’s DASH overview).

How much latency should you expect?
Latency labels describe targets, not guaranteed results. The IETF’s RFC 9317 defines ultra-low-latency delivery as having a glass-to-glass delay target under one second, and low-latency live delivery as having a target under ten seconds (RFC 9317, October 2022). Glass-to-glass measures the time from capturing an event to displaying it to the viewer.
LL-HLS and LL-DASH use shorter CMAF chunks so media can be delivered before a full segment is complete. That can reduce delay without requiring every segment itself to be extremely short. RFC 9317 describes LL-HLS clients retrieving each chunk with a separate HTTP GET, while LL-DASH can request chunks belonging to a segment with one GET using chunked transfer encoding.

Actual delay depends on the whole system: capture, encoding, packaging, network and CDN behavior, player buffering, and device support. RFC 9317 also cautions that low-latency live delivery may bring higher costs, lower media quality, less flexibility in bitrate or resolution adaptation, and greater sensitivity to temporary network disruptions. There is no authoritative, comparable figure that establishes a typical real-world CMAF-versus-WebRTC latency across vendors.
Choose based on the viewer experience

These are practical tendencies, not universal rules. Audience geography, player support, device mix, network conditions, and measured performance can change the right choice.

What changes for playback and integration?
A DASH-IF report contrasts DASH’s MPD (the document describing available content) with WebRTC’s per-client SDP. In the report’s general comparison, DASH clients select media, bitrate, and codecs, while WebRTC uses codec negotiation and server-side selection or adaptation. It characterizes DASH playback as buffered and time-synchronized, and WebRTC as immediately rendered. It also describes DASH captions as standardized and WebRTC captions as proprietary if available. These are broad comparisons: capabilities depend on the particular implementation (DASH-IF DASH/WebRTC report).
Hybrid designs are possible: use WebRTC during interactive periods and DASH for regular viewing; prefer WebRTC but fall back to DASH when a client or network cannot sustain it; or offer DASH time-shift playback after a live WebRTC session. This requires deliberate integration across clients, services, and networks; it is not an automatic protocol switch. The DASH-IF report notes that some proposed architectures still require practical evaluation.

Plan CMAF chunk duration against the actual path
A CTA 2021 DASH-HLS interoperability specification says partially generated CMAF segments can be made accessible before completion. Its guidance is to set chunk duration to at least approximately 500 ms or three times the client’s P95 round-trip time, whichever is greater. It also notes that a one-second chunk target can maximize compatibility with LL-HLS authoring guidelines. These are specification recommendations, not a universal optimum; validate them with your target players and delivery infrastructure (CTA DASH-HLS interoperability specification).
The dash.js project presents itself as the official DASH-IF reference client and documents low-latency CMAF playback with configurable catch-up mechanisms. It is one implementation path to evaluate, not proof of compatibility with every device or production service.

How to make the decision responsibly
- Set a measured interaction requirement. Decide whether viewers need to respond in real time or whether a delay of several seconds is acceptable. Treat RFC latency categories as targets, not promises.
- Map the complete delivery chain. Include capture, encoding, packaging, origin or CDN delivery, player buffering, and rendering. Measure glass-to-glass delay rather than inferring it from a protocol label.
- Test the audience you actually serve. Check representative devices, browsers, network conditions, and geographies. Record delay, playback stability, and the behavior when bandwidth changes.
- Choose and test a fallback. If interactive WebRTC cannot be sustained, determine whether a higher-latency DASH experience is acceptable. If using CMAF-based delivery, test how the player behaves when chunks arrive late or a network connection is disrupted.
- Assess the trade-offs together. Compare latency with quality, adaptation flexibility, resilience, distribution architecture, and operating cost. Do not assume one technology wins on every axis.
