To be notified when a scheduled YouTube livestream or Premiere starts, open its event page and select Notify me. That is different from getting an alert for every new chat message: YouTube’s cited guidance documents stream-start notifications, but not viewer alerts for individual chat messages. To read or send messages, open the stream’s YouTube watch page and use Live Chat, if the creator has enabled it.
Choose the notification you mean

Turn on a reminder for a livestream

Find the scheduled livestream or Premiere on YouTube. Upcoming events can be browsed from the Live area.

Open the event and select Notify me. YouTube Help’s “Watch live streams – Computer” guidance says: “To get a notification when a live stream or Premiere goes live, tap Notify me.” The exact control label or interaction may differ by device or interface.

When the event starts, open its YouTube watch page to watch and, if enabled, join Live Chat.

The documented action is requesting a notification for the event’s start. The cited instructions do not specify delivery timing or guarantee how or when a notification reaches a particular device, so avoid treating it as a precise start-time alarm.
Open Live Chat as a viewer
Live Chat is available on livestream and Premiere watch pages, not on embedded players, according to YouTube Help’s live-stream guidance. If you are watching an embedded video and cannot see chat, open the video on YouTube itself. You can read and send messages there when chat is available and the stream’s settings allow participation.

Set up and moderate chat as the creator
Creators manage live chat through YouTube Studio or the Live Control Room. YouTube’s live chat moderation guide covers turning chat on or off, blocked words, holding potentially inappropriate messages for review, and slow mode. These are creator controls; they do not enable a viewer notification for every new message.
A managing moderator can use some additional chat controls described in YouTube’s Android managing-moderator guidance, including participation modes and chat summaries. A managing moderator does not thereby gain access to YouTube Studio or the Live Control Room.
