Start by matching the current key, URL, and protocol to the specific stream in YouTube Live Control Room. If those are correct, check the VM’s outbound route and firewall path separately: a blocked connection is different from a rejection returned by YouTube.
Diagnose the failure by layer
Work from YouTube’s stream configuration outward to the Azure network. A response from YouTube points you back toward the stream settings and encoder configuration; a timeout or failed connectivity test points toward DNS, routing, or outbound controls. A successful TCP test only establishes that the tested network path is reachable—it does not validate the stream key or YouTube authorization.
- YouTube identity and configuration: confirm the key belongs to the intended stream and is current.
- Ingestion protocol and endpoint: confirm that the encoder’s RTMP, RTMPS, or HLS configuration matches the selected key and URL.
- Azure transport path: test outbound connectivity to the hostname and port used by that protocol.
Check the stream key and matching URL
- In YouTube Studio, open Live Control Room and select the stream you intend to send.
- Open that stream’s settings and copy its current stream key and stream URL into the encoder running on the Azure VM. Do not reuse an old URL or guess a server address.
- If the key may be stale or compromised, reset it in Live Control Room, then replace the saved key in the encoder. YouTube says only a channel owner or manager can reset a key. Its startup-error guidance recommends getting a new key in Live Control Room and updating the encoder; that is a relevant fix for a suspected stale or mismatched key, not proof that every 403 has that cause. YouTube’s encoder troubleshooting steps.
If the encoder uses a third-party sign-in instead of a stream key, YouTube directs users to contact that software’s support.
Match the ingest protocol to the key and endpoint
Use the URL and key provided for the chosen stream in Live Control Room. Protocols are not interchangeable: a key configured for one ingestion method and an endpoint configured for another can prevent a valid connection.

RTMP
Use the ordinary RTMP URL shown for the stream only when the encoder is configured for RTMP. Copy the endpoint from Live Control Room rather than constructing one from a hostname guess. See YouTube’s stream settings guidance.
RTMPS
For RTMPS, use the RTMPS URL available from the lock control in Live Control Room, not the ordinary RTMP URL. YouTube says the secure URL should use rtmps. If a certificate error persists, YouTube documents specifying port 443; for a timeout, verify the URL and confirm that the encoder supports RTMPS. Do not invent or manually substitute an endpoint. HLS
Use HLS only when both the encoder and the selected YouTube stream key are configured for HLS. Select or create an HLS key and use its HTTPS ingestion URL. YouTube’s HLS requirements include TS segments, segment durations of 1–4 seconds, rolling playlist limits, and HTTPS POST/PUT requests; an encoder that cannot meet those requirements is not a suitable HLS configuration. Test Azure outbound connectivity
The encoder sends traffic out from the VM, so investigate outbound access to the destination hostname and port used by the selected protocol. Do not open broad inbound access as a remedy for an outbound streaming problem.

- Resolve and identify the exact destination hostname and port from the stream URL and protocol configuration.
- In the Azure portal, use Network Watcher connectivity testing for the VM and destination hostname or IP address and port. Review whether the test reports the path as reachable or blocked. The portal labels and available test options can change.
- Inspect effective security rules at both the VM’s network interface and subnet scope. Look for custom network security group (NSG) rules that deny outbound traffic or override an expected allowance.
- Review effective routes and user-defined routes (UDRs). A route through a network appliance, firewall, or other egress control may affect the path even when an NSG rule appears permissive.
- Check the guest operating system’s firewall and any network appliance or firewall that handles the VM’s egress.
Azure’s default NSG rules include outbound internet allowance, but custom rules, the combined NIC and subnet rules, UDRs, firewalls, and other egress controls can change the result. Microsoft’s guidance covers Network Watcher connectivity testing and Azure outbound connectivity troubleshooting.
Check bandwidth and YouTube stream health
YouTube recommends leaving 20% of upload bandwidth beyond the total stream bitrate; include the primary and backup bitrates where both are in use. The available bandwidth must exceed the total bitrate being sent. A bandwidth shortfall can cause stream-quality or connection trouble, but it does not establish that a 403 is a key error. Because the stream’s primary and backup bitrates are not specified here, there is no single bitrate target to prescribe. See YouTube’s streaming tips.

If connectivity tests succeed and the rejection continues, revisit the stream-specific key, URL, protocol, and encoder support or configuration. Check YouTube’s stream error messages and the Live Control Room health indicator for other format or stream problems. YouTube’s error guidance does not define every HTTP 403 as a universal invalid-key status.
