YouTube Live Control Room Says Stream Health Is Poor on ACT Fibernet: How to Fix It

A poor YouTube stream health warning does not prove ACT Fibernet is at fault. Use the timestamped error, encoder settings, and a wired connection test to find the cause.

A “poor” stream health warning means YouTube is detecting a problem in the feed it receives; it does not, by itself, show that ACT Fibernet is responsible. Start with the exact timestamped error in Live Control Room, check the encoder setting it identifies, then test the streaming computer’s upload connection. If you use Wi-Fi, a temporary Ethernet test can help separate a local wireless problem from a broader connection issue.

What “poor stream health” means

YouTube’s Live Dashboard and Live Control Room monitor the stream sent to YouTube and show errors beside the Health Indicator with timestamps. YouTube labels critical errors red and moderate errors yellow; an unresolved error may continue to appear. The overall warning is a symptom, not a diagnosis of your ISP.

Some warnings point to the encoder—such as bitrate, frame rate, codec, resolution, keyframe interval, or audio settings. Others indicate that YouTube is receiving too little video to keep playback smooth. YouTube’s Live Streaming API describes that condition this way: “YouTube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering.” YouTube’s live streaming error messages and health-status definitions help identify which kind of problem you have.

Fix the warning in diagnostic order

  1. Read the exact message and timestamp. In YouTube Studio, open the live stream’s Live Control Room and inspect the message beside the Health Indicator. Note whether it reports bitrate, format, keyframes, resolution, or insufficient incoming video. Match your fix to that error rather than changing settings at random.
  2. Check what the encoder is sending. Inspect the stream preview and, if available, a local recording. Confirm video and audio look and sound right. Check the encoder software version and whether the streaming computer is under unusually heavy CPU load. YouTube notes that if the local stream looks and sounds healthy, an outbound internet connection issue may be involved. See YouTube’s live-stream troubleshooting guidance.
  3. Compare encoder settings with YouTube’s current recommendations. Confirm the selected codec, resolution, frame rate, bitrate, keyframe interval, and audio settings against YouTube’s encoder settings and bitrate table. Do not treat a recommended encoder bitrate as proof that your connection can sustain it.
  4. Test upload capacity and network conditions. Run an upload-speed test while noting the time and result, and whether other people or devices are using the connection or uploading files. A speed-test result is only a snapshot: it does not prove the connection will stay stable throughout a live stream.
  5. If you are on Wi-Fi, try Ethernet as a diagnostic. If feasible, connect the streaming computer directly to the router with Ethernet and compare the stream health. A change can point to Wi-Fi signal or interference rather than the broadband line itself. ACT’s general buffering advice mentions weak Wi-Fi and shared-network use as possible causes, and recommends a wired connection for troubleshooting; that advice concerns playback buffering, not a diagnosis of your particular live stream.   6. Contact ACT if connection tests point to the ISP. Give support the warning timestamps, upload-test results, and whether Ethernet changed the outcome. YouTube also recommends contacting the ISP when connection tests find a problem.

H.264 settings to check against YouTube’s table

The figures below are YouTube’s published recommended H.264 encoder bitrates, accessed in 2026. They are not guaranteed upload-capacity requirements for every household. YouTube’s recommendations differ for AV1 and H.265, so use the table for your selected codec and profile.

YouTube’s current settings guidance also recommends RTMP/RTMPS, CBR bitrate encoding, a two-second keyframe interval (not over four seconds), and AAC or MP3 audio at 128 Kbps stereo. It lists support for H.264, H.265, or AV1 video and up to 60 fps. Check the current profile and the exact Live Control Room message because settings can change.

How to tell whether ACT is likely involved

  • Encoder warning: If the error names bitrate, codec, resolution, frame rate, keyframe interval, or audio, verify that setting first.
  • Local preview problem: If the preview or local recording is already bad, investigate the encoder, source media, or computer before blaming the ISP.
  • Ingestion starvation: If local output looks healthy but YouTube reports too little incoming video, examine the outbound connection and whether its capacity is stable under load.
  • Wi-Fi versus wired result: If Ethernet improves the stream, focus on the local Wi-Fi path. If it does not, continue gathering evidence about the wider connection and escalate if tests indicate a line problem.

ACT’s public buffering article lists several possible causes of playback buffering, including slow or unstable connections, weak Wi-Fi, shared network use, server congestion, and media resolution exceeding available capacity. It does not establish that ACT is currently at fault, that your plan is underperforming, or that you need a plan upgrade. A local outage and the condition of an individual line are not verified by the warning alone.

Common problems and what to try

  • The warning remains after a setting change: Check the timestamp and see whether the current message is new or unresolved. Verify that the encoder is actually sending the profile you changed, then compare its live output with the recommended settings.
  • A speed test looks fast, but the stream still starves: Repeat the test during the problem and note competing uploads or network use. A single test does not establish sustained upload stability.
  • The issue improves on Ethernet: Treat that as evidence to investigate Wi-Fi placement, signal, or interference; it does not prove the broadband service is faultless.
  • The warning appears with a healthy local recording: Focus on the outbound connection and share the time and test results with the ISP if those tests show trouble.
  • You lack an Ethernet port or cable: A suitable Ethernet cable can enable a direct test; a computer without an Ethernet port may need a compatible adapter. Neither accessory fixes incorrect encoder settings or an ISP-side fault.
