If it is an HLS .m3u8 file, it must be valid UTF-8 without a byte-order mark (BOM). If its bytes were saved in a legacy encoding, convert them from the actual source encoding to UTF-8, preserve the playlist syntax, and then use FFmpeg’s HLS input handling—not concat-script syntax. A Devanagari encoding problem is only one possible cause; without the file, command, FFmpeg version, and full error, the root cause cannot be confirmed.
Identify the playlist format before changing it
“Playlist” can refer to different text formats in an FFmpeg workflow. The extension is a clue, but inspect the contents too: an HLS playlist contains HLS tags and segment references; an FFmpeg concat-demuxer script contains directives and file entries. They are not interchangeable. See the FFmpeg concat demuxer documentation and its separate HLS documentation.
- HLS: Usually a
.m3u8file, with HLS tags such as#EXTM3Uand segment references. It is handled as HLS input. - Concat demuxer: A text script with concat directives and entries naming input files. It is handled as a concat script, not as an HLS playlist.
Do not change the demuxer just because both files contain lists of media. The appropriate FFmpeg input method depends on the file’s actual format.
Why encoding can break an HLS playlist
RFC 8216, the HTTP Live Streaming specification published by the IETF RFC Editor in August 2017, requires playlist files to be encoded in UTF-8 and prohibits a BOM. It says clients should fail to parse playlists containing a BOM or data that does not parse as UTF-8. See RFC 8216, Section 4.1.

Devanagari is a writing system, not one specific byte encoding. A file containing Devanagari text may have been saved in different encodings; the visible characters alone do not identify which one. Converting with the wrong assumed source encoding can corrupt the text, paths, or URLs rather than fix the playlist.
Encoding is not the only possible cause of a failure. A BOM, malformed playlist syntax, use of the wrong input handling, or a separate stream-ingestion or network problem may produce trouble. The title of the problem does not establish which applies.

Correct an HLS playlist safely
- Keep the original. Make a copy of the playlist before editing or converting it, so you can recover the original bytes if the conversion damages the file.
- Confirm it is HLS. Check the extension and inspect the first lines and representative entries. Look for HLS tags and segment references rather than concat-script directives.
- Identify the source encoding. Use reliable information about how the file was created or exported. Do not select an encoding based only on the fact that the text appears in Devanagari.
- Convert the copy to UTF-8 without a BOM. Use a conversion method that explicitly reads the confirmed source encoding and writes UTF-8. Preserve line breaks, tags, paths, URLs, and segment references; do not rewrite playlist syntax as part of an encoding conversion.
- Inspect the converted text. Check that the Devanagari text remains readable, the first line and HLS directives are intact, and all paths and URLs still point to the intended resources. Verify that the output parses as UTF-8 and has no BOM.
RFC 8216 specifies the format requirement, but the right conversion command depends on the encoding of your particular file. No specific source encoding or sample file is established here, so a universal conversion command would risk damaging data.
Use FFmpeg input handling that matches the file
Once the text is valid, pass it to FFmpeg using the input handling for its format. HLS input is distinct from the concat demuxer, concat filter, and concat protocol. FFmpeg’s concatenation FAQ explains that the choice among concat approaches depends on the use case, including whether re-encoding is needed.

- For an HLS playlist, use HLS input handling and confirm the segment references resolve as intended.
- For a concat script, use the concat demuxer and its documented script syntax. The listed inputs must have matching streams, including codecs and time bases, for concat-demuxer joining.
- Do not assume that changing a concat option will fix an HLS encoding problem, or that converting an HLS playlist makes it a concat script.
After correcting the file and input mode, rerun the original workflow and capture the complete FFmpeg output. Keep the exact command and version/build information with the log; they are needed to distinguish a parsing failure from a later delivery failure.
If FFmpeg reads the playlist but YouTube still fails
A successful playlist parse does not prove that a live stream can be delivered to YouTube. Treat a failure that occurs after parsing as a separate diagnosis: the available details do not establish whether the remaining issue is ingestion, codec, protocol, or connectivity. Preserve the new full error output and investigate the stage where it occurs rather than continuing to change the playlist encoding.

For a case-specific diagnosis, collect the playlist extension and origin, a sanitized sample of its first lines or bytes, the full FFmpeg command, FFmpeg version/build, and complete error output. Remove stream keys, credentials, private URLs, and other secrets before sharing logs or samples.
