A YouTube channel needs 1,000 subscribers to qualify for the YouTube Partner Program’s ad-revenue tier. It must also have either 4,000 eligible public watch hours in the previous 12 months or 10 million eligible public Shorts views in the previous 90 days. YouTube does not set a separate subscriber threshold for channels that stream 24/7.
A livestream can contribute to the 4,000-hour route only when it is public and converted to a replay (VOD). Reaching the numbers makes a channel eligible to apply; it does not guarantee acceptance or that ads will run.
What the subscriber thresholds unlock
YouTube has two relevant Partner Program tiers. The lower threshold can open selected features in eligible locations, while the higher threshold is the one associated with Watch Page ad revenue.

These are YouTube’s current eligibility figures, accessed October 2026. YouTube’s eligibility page also displays an announced future update beginning February 1, 2027; that future change is not the current threshold. Check YouTube’s official page for the rules in force when you apply.

When 24/7 livestream hours count
A continuous broadcast does not automatically earn 4,000 qualified watch hours just because it ran for 4,000 hours. The threshold measures eligible viewer watch time, not stream uptime, and the watch hours must fall within the rolling 12-month window.
YouTube excludes livestream watch hours from the 4,000-hour route if the stream is unlisted, deleted, or not converted to VOD. To give a stream a chance to contribute, keep it public and retain its replay after the broadcast, then check the eligible figures shown in YouTube Studio. All watch time remains subject to YouTube’s qualification rules.

What YouTube checks after you qualify
Numbers are an application threshold, not automatic admission. YouTube reviews the channel against its monetization requirements and policies. Its eligibility guidance says: “No. Every channel that meets the threshold will go through a standard review process.”
- The channel must comply with YouTube’s monetization policies, including its channel monetization policies.
- It must be based in a country or region where YPP is available and have no active Community Guidelines strikes.
- Two-step verification must be enabled, and the channel must have access to advanced features.
- The channel must link an AdSense for YouTube account.
For a 24/7 channel built around documentaries, reaching the watch-time target does not by itself establish that the content qualifies. Make sure you have the rights to the video and audio you broadcast, and that the channel meets YouTube’s monetization policies; eligibility figures alone cannot predict the review result.

What monetization can mean for a livestream
After acceptance into YPP, and when relevant terms and features are enabled, a creator may earn from livestream ads and eligible viewer features such as Super Chat, Super Stickers, and channel memberships. YouTube says pre-roll and display ads are automatically enabled when livestream monetization is turned on; mid-roll ads can be inserted automatically or manually. YouTube also cautions: “Ad slots are not guaranteed to serve ads.” Monetization eligibility is not a promise that every viewer or stream will generate revenue.
