Video on demand (VOD) streaming lets viewers choose a video and start watching when they want, rather than follow a provider’s schedule. VOD describes when content is available—not whether it is paid for by subscription, rented or purchased, or supported by advertising.
What makes streaming video “on demand”?
The defining feature is viewer choice: the program is available at a time the viewer selects. A scheduled channel or live stream follows a timetable, even when it reaches the viewer over the internet. The Federal Communications Commission (FCC) describes linear programming as scheduled and non-linear programming such as VOD as available at a time of the viewer’s choosing.
That distinction is about access, not the technology carrying the video. Internet delivery by itself does not make a program VOD. A live broadcast delivered online is still live or scheduled; a recorded documentary that a viewer can start from its title page is VOD.
How do VOD payment models differ?
Ask how access is funded: by a recurring catalog subscription, a transaction for a title or viewing period, advertising, or a combination. The labels below describe common models, not guarantees that every title on a service is included or that every ad-supported option is free.

These categories can overlap in a single service. For example, a platform may have a subscription catalog, separately priced new releases, and an ad-supported tier. “VOD” alone does not tell you which arrangement applies.
How is VOD different from live streaming, linear TV, and OTT?
VOD versus live or linear programming
With VOD, the viewer chooses when to begin an available program. With live or linear programming, the provider determines when it is shown. Some platforms offer both: an on-demand library alongside scheduled channels or live events. Check the particular program or section rather than assuming everything on a platform is on demand.

VOD versus OTT
OTT (over-the-top) describes internet delivery outside a traditional managed TV distribution arrangement. It answers a different question from VOD: OTT concerns the delivery context, while VOD concerns whether viewers choose the start time. An internet-delivered stream can be scheduled, live, or on demand.
Do you need a streaming device to watch VOD?
No dedicated streaming box or stick defines VOD. You can watch through a service’s supported connected devices; a streaming media player is one option for bringing third-party streaming apps to a television. Before buying hardware, check that it works with both your TV and the services you intend to use. The FCC’s 2024 report describes Roku hardware as enabling access to third-party streaming services, but hardware is an access choice, not a requirement of on-demand viewing.

Why can VOD plans and catalogs differ by country?
Services can vary their prices, catalogs, advertising, plans, and availability by country, and those details can change over time. Netflix’s help page, for example, asks readers to select a country for plan information. Check the provider’s current local offer before relying on a plan name, price, or title list.
As dated context rather than a current audience count, the FCC’s December 2024 report said Netflix’s ad-supported tier had 40 million subscribers globally as of May 2024. The figure describes that tier at that time; it should not be read as a present-day total.
