H.264 (AVC) remains a dependable choice when a video must play across many devices. H.265 (HEVC) and AV1 are newer options designed to deliver high-quality video with less data in suitable workflows—but neither guarantees a fixed file-size saving, and support varies by device and software.
What is a video codec?
A codec is the method used to encode and decode video picture data. Encoding compresses the video; decoding reconstructs it for playback. Most practical video compression is lossy: the decoded picture is not necessarily an exact copy of the original samples.
Compression can exploit similarities within a picture and between successive pictures. In a common approach, an encoder predicts image regions, records the differences, and transforms and quantizes those residuals. The standard defines the bitstream syntax and decoding process, not one encoder’s speed, quality or choice of settings. Different encoders implementing the same codec can therefore produce different results.
Codec and container are not the same thing
A container packages video and audio streams, subtitles and metadata. MP4 and WebM are examples of media packaging formats; neither extension alone tells you which video codec is inside. A file’s playability also depends on the codec profile, bit depth, container binding, player, operating system and available software or hardware decoder.

How H.264, H.265 and AV1 differ

ITU’s August 2024 H.264 recommendation describes use cases including video conferencing, storage media, television broadcasting, internet streaming and communications. ITU lists H.265 version 11 as January 2026 and describes applications including internet streaming, communications, videoconferencing, digital storage media and television broadcasting. AOMedia provides AV1 bitstream, decoding-process and media-format binding specifications.
Which codec should you choose?
There is no best codec for every job. Decide what you need to optimize, then test representative content on the devices and services that matter.
Choose for playback reach
If you do not know what devices your viewers will use, H.264 is often the safer starting point because it is broadly supported across playback environments. For public-facing web video, offer a compatible fallback when reach matters more than minimizing bandwidth, and check the actual browsers, operating systems and devices in your audience. Support can depend on the codec profile, bit depth, container and whether decoding is done in software or by hardware.

Consider H.265 or AV1 when efficiency matters
If bandwidth or storage is a constraint, H.265 or AV1 may be worth evaluating for the target audience and playback path. Both are designed with compression efficiency in mind, but the result depends on the clip, encoder implementation and version, settings, resolution, frame rate, bit depth and quality target. Confirm that intended players can decode the resulting files before adopting a new format across a library.

AV1 is an open specification developed under AOMedia’s royalty-free patent policy. This describes AOMedia’s policy; it should not be read as a legal opinion that every implementation or use is free of all third-party claims. Licensing circumstances can also matter when choosing a delivery format.
Balance picture quality against time and computing
More compression efficiency can come with greater encoding complexity. A 2018 Meta Engineering account reported longer AV1 encoding times than then-current alternatives in its comparison; that is a dated implementation observation, not a universal ranking of today’s encoders. Measure the encoder and settings you will actually use, including processing time and playback performance on target hardware.

How to compare quality and file size fairly
First define the question. An equal-bitrate test asks which codec looks better at the same data rate. An equal-quality test asks how much data each codec needs to reach a chosen quality level. Those are different comparisons; do not treat one result as proof of the other.
- Use the same source clips and compare the same resolution, frame rate and bit depth.
- Record the encoder, version, preset and other settings for each output.
- Choose a comparable quality target or metric, and state whether the test holds bitrate or quality constant.
- Check visual results on representative devices as well as file size and encoding time.
- Test decode behavior on the actual browsers, apps and hardware your viewers use.
There is no universal bitrate-saving percentage that applies to all three codecs and all content. A result from a particular dataset or encoder setup is specific to its test conditions, not a promise for your files.

A file extension is not enough to diagnose playback. Identify the actual video codec and profile, container, bit depth and player, then check the target device’s decode support. A standard-compliant stream can still be unsupported by a particular app or hardware decoder.

- Check the encoded stream: Inspect the file’s actual codec and profile rather than assuming from an .mp4 or .webm extension.
- Check the player and operating system: Update them if appropriate and verify support for that format combination.
- Check the decode path: Hardware acceleration varies by device and codec; software decoding may behave differently.
- Check the intended audience: Browser and device support changes over time and can vary by platform and device generation. Test the actual deployment targets instead of relying on a general compatibility label.
- For publishers, provide a fallback: Where broad reach is the priority, make a compatible version available and measure playback on representative devices.
Do not conclude that a new GPU or paid player is required solely because the filename mentions H.265 or AV1. Diagnose the specific stream and playback environment first.

For documentary creators and distributors, codec choice is part of delivery planning, not a substitute for a good master or a tested publishing workflow. Keep a high-quality source master, export delivery versions for the audience and platform you serve, and verify both visual quality and playback compatibility before replacing a widely supported format. If distribution spans varied devices, a fallback can be more valuable than squeezing every possible reduction from one encode.
These codecs describe how video is compressed; they do not determine whether you have the rights to use music or footage, or whether a platform will accept a live or prerecorded broadcast. Review the relevant platform rules and rights for the material you publish.
