Neither platform is better for every creator. YouTube is the clearer fit if your work depends on long-form video, Shorts, and YouTube’s ad-revenue program; TikTok may fit creators whose original videos can meet its one-minute Creator Rewards rules and who want to pursue brand collaborations or paid content. Your country, account eligibility, format, and preferred income source matter more than a universal ranking—and neither platform’s program thresholds prove that creators generally earn more or get more reach there.
Choose by the work you make and the income you want
Start with the format you can produce consistently, then check which monetization programs are available to your account and country. A platform feature is not income until you meet its rules, receive any required approval, and activate it.

How YouTube monetization eligibility works
Earlier access through expanded YPP
In eligible countries, the expanded YouTube Partner Program entry point is 500 subscribers, at least three valid public uploads in the past 90 days, and either 3,000 qualified public watch hours in the past 12 months or 3 million qualified Shorts views in the past 90 days. This tier can unlock fan-funding and Shopping features, subject to the requirements for each feature. It is not the full ad-revenue threshold.
Eligibility for ad revenue
YouTube’s stated threshold for its full ad-revenue tier is 1,000 subscribers plus either 4,000 qualified public watch hours in the previous 12 months or 10 million qualified Shorts views in the previous 90 days. YouTube reviews channels for policy compliance, and eligibility also depends on the country or region. Watch time from the Shorts feed does not count toward the 4,000-hour route.

Shorts revenue is not a per-view promise
YouTube describes Shorts ad sharing as a creator-pool system separate from Watch Page monetization. Under that mechanism, a creator retains 45% of the amount allocated to them. That percentage does not establish a fixed payment per view: the amount allocated is not the same thing as a guaranteed rate for every Short or every view.
How TikTok Creator Rewards eligibility works
Creator Rewards is not a payment for every TikTok view. TikTok’s stated eligibility includes an eligible region; a personal account in good standing; an age of at least 18, or 19 in South Korea; at least 10,000 followers; and 100,000 video views during the prior 30 days. An eligible video must be original, high quality, and at least one minute long.

Even an eligible video needs 1,000 qualified For You feed views before it can generate rewards. TikTok counts unique For You feed views and excludes certain views, including paid, promoted, artificial, and under-five-second views. The headline view count shown on a video therefore should not be treated as the number of reward-qualified views.
Other TikTok income routes
- TikTok One: TikTok describes this as a platform for creators, advertisers, and brands to collaborate. Eligibility requirements can include age, follower count, recent views, and recent posting, with regional variation.
- Series: A way to offer creator content for paid access, subject to its own eligibility and review.
- LIVE and Gifts: TikTok documents these features, but age, follower, and regional limits apply.
These are distinct routes, not substitutes for Creator Rewards eligibility. Check the terms for the specific feature you want to use and your account’s region before building an income plan around it.

Originality and rights matter on both platforms
For TikTok Creator Rewards, TikTok excludes Duets, Stitches, copied content, and lightly altered reposts from its definition of original content. A video can attract views without meeting the program’s originality rules.
YouTube also applies reused- and repetitious-content rules, as well as advertiser-friendly policies, to monetized videos and Shorts. For documentary creators, having access to footage is not by itself proof that a video meets a platform’s monetization rules or that all included material is cleared for use. Keep records of the rights and permissions relevant to your work, and review each platform’s policies before relying on a video for monetization.

Make the choice using your own constraints
- List the formats you can sustain. If you can regularly produce long-form work, YouTube’s watch-hour route may be relevant. If you make short videos, check whether they meet TikTok’s one-minute minimum for Creator Rewards or fit YouTube Shorts.
- Check your current eligibility, not a future milestone. Compare your subscribers or followers, recent uploads or posting activity, qualifying watch time or views, account status, age, and country against the program you want.
- Name the income source you are pursuing. Separate ad revenue, Shorts sharing, Creator Rewards, brand work, fan funding, Shopping, LIVE features, and paid content. Their requirements and availability differ.
- Review the rules for the actual content you publish. Confirm originality, rights, reused-content, and advertiser-friendly requirements rather than assuming that eligibility follows from audience size.
- Choose a primary platform, then measure your own results. Compare your own qualified views, audience response, production time, and income by format and platform over a consistent period. The programs’ published thresholds do not establish which platform will give you greater reach or higher typical earnings.
