Combine live streaming and video on demand by deciding first what viewers should be able to do: watch live and return later for a replay, pause or join late within a temporary catch-up window, browse a lasting on-demand library, or tune in to a scheduled channel that mixes live feeds with recorded videos. These are different experiences, even when they share parts of the same video infrastructure.
Choose the viewing experience before the technology
Live event with a replay
Keep a live event available after it ends by turning retained live segments into a replay asset and publishing it to your VOD catalogue. Viewers get the real-time event first and a durable recording afterward. Google Cloud’s Live Stream API documentation describes a workflow that copies an HLS manifest and its associated segments to a chosen directory so the clip can persist beyond live-segment retention. The documented clip workflow is for past content; it does not support live clipping or scheduling future clips. Google Cloud’s live-to-VOD guide.
DVR or catch-up viewing
A DVR window lets viewers join late or move through recent live content while the retained segments remain available. It is temporary access governed by the live stream’s retention period, not necessarily a permanent catalogue entry. Google documents DVR sessions for past, current, or future content; its DVR manifest is removed when the retention window expires. A replay intended to remain available needs a separate clip or archival workflow.
Scheduled linear channel
If viewers should tune in to a continuous or scheduled channel, arrange VOD items and live feeds into a playout schedule. Brightcove describes Cloud Playout as programming VOD-catalogue items together with live feeds into a linear channel, including use cases such as 24/7 channels, pop-up channels, and simulated live events. Build the service in a deliberate sequence
- Define the promise to viewers. Decide whether the product offers an event replay, a limited DVR window, a searchable VOD library, a scheduled linear channel, or several of these. State how long catch-up access lasts and whether replays are permanent, time-limited, or available only to certain viewers.
- Select an ingest workflow. Choose a contribution source and protocol supported by your production setup and the service receiving it. For examples rather than universal requirements, Google’s Live Stream API documents SRT and RTMP input, while Cloudflare Stream documents RTMPS or SRT live input. - Encode and package for playback. The workflow turns the contribution feed into media segments and manifests that a player can request in sequence. AWS lists MPEG-DASH, Apple HLS, Microsoft Smooth Streaming, and CMAF among common streaming formats. Google’s Live Stream API documents HLS and DASH output. Shared formats can help connect live and VOD delivery, but they do not guarantee that every codec, player, DRM scheme, or device is compatible. - Configure retention before the event. If your replay workflow depends on retained live segments, set the retention policy before going live and allow enough time for review and clip creation. Then copy the finished clip to durable storage or publish it into the catalogue. Google’s live-to-VOD guide shows a 24-hour configuration example; that is an example setting, not a general recommendation. Google Cloud’s live-to-VOD guide.
- Choose storage and delivery. A common cloud design stores packaged VOD assets in an origin or object store and serves them through a CDN. AWS describes VOD assets stored on a server or S3 and delivered with CloudFront, and live delivery using MediaStore or MediaPackage origins with CloudFront. Whether to use a managed platform or assemble separate encoding, packaging, storage, and CDN services depends on control requirements, existing infrastructure, audience geography, scale, and cost. - Integrate playback and operations. Test the actual player and device matrix, captions, access controls, failure handling, catalogue metadata, and the replay publishing process. Cloudflare documents playback through its player or an HLS/DASH-compatible player. Google documents CEA-608/708 caption passthrough and encryption options for its API. Design replay retention so it matches the promise
Live segments are often retained for a limited period to support a DVR experience or a later clip. Those segments do not automatically become a lasting VOD asset. Define the retention window, assign responsibility for reviewing and clipping the event, and copy approved replays into storage that matches the period you promise viewers.
For the Google Live Stream API clip workflow specifically, clips use HLS manifests and segment files. The documented process copies the manifest and segments to a selected directory. Plan the destination, naming, metadata, and catalogue-publishing steps alongside retention; otherwise the source segments may expire before the replay is preserved. Google Cloud’s live-to-VOD guide.

Check compatibility across playback, rights, and scale
- Formats and devices: HLS, DASH, and CMAF are common packaging and delivery options, but format overlap does not make all codecs, players, DRM systems, or devices interchangeable. Test the intended app and device combinations. AWS CloudFront video documentation.
- Browser delivery: For browser playback, configure CORS headers correctly for manifest and segment requests. Microsoft’s Azure Front Door guidance also notes that DRM license requests may need different routing and caching treatment from media segments. Its discussion of PlayReady, Widevine, and FairPlay is an implementation consideration; it does not establish that Azure Front Door itself provides every DRM service. - Captions and access: Decide how captions are carried through ingest, packaging, and playback, and whether viewers need authentication, encryption, or DRM. Verify support for the exact service and player rather than assuming an option exists end to end.
- Bandwidth and content type: Resolution alone does not determine delivery bandwidth. Cloudflare notes that visual complexity affects adaptive-bitrate estimates: a slide presentation may need less bandwidth than fast-motion sports at the same resolution. - Geography, concurrency, and resilience: Estimate where viewers are, how many may watch at once, what latency is acceptable, and what recovery or failover is needed. High-scale guidance from a provider should not be treated as proof that the same design is necessary for every audience.
- Rights and access: Confirm permission to retain, replay, repackage, and monetize the live material. Rights for the live broadcast do not automatically establish rights for a durable replay or a different distribution window.
Plan costs and monetization around actual use
Compare the costs that recur across the workflow: encoding, packaging, live-segment retention, durable VOD storage, CDN delivery, platform charges, and operational support. Estimate them against expected event duration, replay lifetime, audience geography, and concurrent viewing. Current comparable prices for the managed providers discussed here are not established in the vendor documentation cited above, so request current pricing for your intended regions and workload rather than inferring a like-for-like total.
Advertising can be used with live sessions or replays, but combining the formats does not add ad insertion automatically. Google Cloud documents Video Stitcher workflows for dynamically inserting ads into VOD and live sessions using HLS/DASH-compatible formats.
