It was a multi-city outbreak in which Jews were attacked in Jerusalem, Hebron, Safed and elsewhere. In Hebron, the Jewish community faced especially severe violence; the British inquiry later said a general massacre there was narrowly averted. The disturbances exposed how a dispute over a holy site intersected with competing national aspirations, economic fears and the contested rule of the British Mandate.
What happened during the 1929 Palestine disturbances?
Violence erupted in Jerusalem on 23 August 1929 and spread over the following days to other parts of British-ruled Palestine. Hebron and Safed were among the places most associated with the attacks. The Shaw Commission, the British inquiry whose report was dated 12 March 1930, described the outbreak as largely attacks by Arabs on Jews and Jewish property. It also recorded a few retaliatory attacks by Jews on Arabs and Arab property.
The Commission concluded that the disturbances were not a premeditated, coordinated operation across Palestine and were not intended as a revolt against British rule. It characterized the opening Jerusalem outbreak as an Arab attack on Jews and said it had found no earlier Jewish murders there. Those conclusions describe the inquiry’s findings; they should not be mistaken for proof of every participant’s intentions or experience.
The sequence at the Jerusalem holy site
Tensions had risen through 1928 and 1929 around the Jerusalem site known to Jews as the Western Wall and to Muslims as al-Buraq. The Commission identified a Jewish demonstration at the Wall on 15 August 1929 and a Muslim demonstration the next day among the immediate precursors to the outbreak. The dispute concerned both competing claims to the site and practices there. It became a flashpoint in a wider political conflict rather than the whole explanation for the violence.

Why did violence erupt?
The Shaw Commission distinguished immediate triggers from the deeper conditions that, in its view, made violence more likely. Its analysis is a contemporary official inquiry’s assessment, not a universal account of every Arab or Jewish participant’s motives.
Immediate triggers and escalation
The Commission pointed to the sequence of incidents at the Wall, including the 15 August Jewish demonstration. It also cited activity by societies organized around Muslim holy places, the Pro-Wailing Wall Committee, inflammatory press articles, propaganda intended to incite, inadequate military and reliable police forces, and uncertainty about government policy. The list describes factors the Commission identified; it does not establish that any single one was sufficient to cause the outbreak.
Political and economic fears
The Commission’s summary of the underlying cause was that Arab hostility toward Jews followed disappointment with Arab political and national aspirations and fear for the economic future. It connected those fears to Jewish immigration and land purchases, including anxiety about lost livelihoods and eventual political domination. This was the Commission’s interpretation of the structural conditions behind the disturbances, not a finding that all participants shared one motive.

The report also recognized the Mandate’s unequal and contested political arrangements: it recorded Arab resentment over the absence of self-government and unequal channels of political access. Its account was not one-sided on economic effects. The Commission noted that Jewish immigration and enterprise could bring material benefits when within the country’s absorptive capacity, while also finding that immigration and displacement fears contributed to Arab apprehension.

What the inquiry did—and did not—establish about leadership
The Commission found that the Mufti of Jerusalem helped foster Muslim holy-place societies and sought to mobilize opinion around the Wall. It said there was no evidence that he summoned Muslims to Jerusalem on 23 August or that he was connected to those who incited the outbreak. It also found that the Arab Executive was not proved to have organized or premeditated the disturbances, while criticizing its failure to publicly urge followers to keep order before violence began.
Why is Hebron remembered as a massacre?
Hebron was one site within a wider outbreak, but the violence there against the Jewish community was especially grave. The Commission wrote: “A general massacre of the Jewish community at Hebron was narrowly averted.” The wording matters: it conveys the severity of the danger the inquiry believed the community faced, while distinguishing that danger from a claim that a general massacre actually occurred.

Keeping Hebron in view should not erase the wider geography of the disturbances or turn all events into a single episode. Jerusalem was where the outbreak began, and Safed was another major site of violence. The inquiry also recorded retaliatory Jewish attacks in a few instances. Its broader description was of predominantly Arab attacks on Jews and Jewish property, alongside those limited retaliatory attacks.
How many people died in the 1929 disturbances?
Reported totals differ because sources used different date ranges and categories. They should be reported as separate series, not averaged into a single figure.

The parliamentary answer also reported 183 Jews, 122 Muslims and 10 Christians wounded in hospital through 31 August. It said outpatient injuries were not fully recorded and excluded later casualties, so these are not comprehensive injury totals. Winder’s death figures differ from the earlier parliamentary return; the two series have different date ranges and reporting contexts and cannot be safely reconciled from those figures alone.

The parliamentary answer separately gave a prosecution count: through 27 October 1929, 792 Arabs and 76 Jews were in cases disposed of summarily or by the listed courts. That count did not include everyone committed for trial. It also said that five death sentences had been pronounced by 20 October, all on Arabs, and were under appeal. These are figures about prosecutions and sentences, not measures of responsibility for all violence.

The Shaw Commission criticized the small garrison and inadequate intelligence, while praising the conduct of British police overall. Its recommendations addressed both security and the policies at the heart of the political dispute. It called for a clearer government policy, explicit direction on immigration and land, protection for cultivators, better intelligence, and a two-battalion garrison until conditions improved. The report also recorded that collective punishments were applied to some communities after attacks.
These recommendations reflect the Commission’s view of what the administration should do after the disturbances; they do not resolve the underlying conflict over political self-government, national aspirations or the future of the country.

What does 1929 explain about the Middle East today?
The disturbances are useful context for understanding how religious attachment to a contested site could become entangled with political and economic fears under an imperial administration with conflicting obligations. They show that the Wall dispute mattered not in isolation, but because it was bound up with deeper anxieties over power, immigration, land and livelihood.
That is a meaningful historical connection, not a complete causal chain to the present. The evidence summarized here does not establish that the 1929 disturbances caused the 1948 war, created today’s borders or independently explain current conflicts. Treating one episode as the key to the whole region would obscure the later events and actors needed to explain how the present took shape.
