1. Tubi: best overall for free on-demand movies
Tubi is the strongest starting point if you want to pick a movie yourself rather than wait for it to appear on a channel. The service describes its catalog as free and legal, with no subscription fee or credit card required for its free service. Tubi lists apps for Android, iOS, Roku, Apple TV, Amazon Fire TV, Xbox, Samsung and Sony smart TVs, PlayStation, and Xfinity X1, as well as web viewing. Its strongest appeal is broad, easy-to-browse, on-demand variety; the trade-off is ad breaks and a catalog that changes as rights change. Treat “thousands of titles” as a general description, not a guarantee that any particular movie will remain available.

2. Pluto TV: best for live movie channels
Pluto TV combines an on-demand library with free, ad-supported live channels. The on-demand section works more like a conventional streaming catalog. Those are distinct ways to watch, and a title in one section need not be available in the other.

3. The Roku Channel: best hybrid of on-demand and live viewing
The Roku Channel brings together free movies and shows, live channels, news, kids’ programming, and Roku Originals. Roku says it is available not only on Roku TVs and players but also on Amazon Fire TV devices, Google TV devices, compatible Samsung TVs, the web, and Android and iOS mobile apps. Roku’s service page and support information list its availability and note that content varies.
You do not need Roku hardware to use it on a supported device. The practical catch is that its free catalog sits alongside optional premium subscriptions and other paid choices. Check the access label on the individual title before pressing play: “free with ads” is different from a subscription, rental, purchase, trial, or add-on channel.

5. Kanopy: best for independent film and documentaries
Kanopy is a library- and education-supported service, not a general-purpose ad-supported streamer. Its strengths include independent films, documentaries, classics, and other critically acclaimed cinema. Viewing is generally presented without conventional ad breaks, but access is conditional: your public library, college, or university must participate, and the institution may set eligibility rules or monthly play limits. Choose it if: you have an eligible library or school account and want documentaries, independent films, or classics. Skip it if: you need access without institutional eligibility.
6. Hoopla: best for library borrowing across media
Hoopla lets patrons of participating libraries borrow movies and other digital media. Its catalog also includes TV, ebooks, audiobooks, comics, music, and BingePasses, according to the Hoopla home page, which links to its iOS, Google Play, and Amazon Appstore apps.
Access depends on your library, and borrowing limits and loan periods are set locally. A movie may be unavailable because the library does not license it, your account is not eligible, or a local lending limit applies. If a card fails, confirm that the library participates, that the card is current, and that you selected the correct library system. Ask the library for help rather than making duplicate accounts or using another person’s credentials.
Choose it if: your library participates and you want movies alongside other borrowable media. Skip it if: you need a consistent, identical catalog regardless of where you live.

Freevee should not be treated as a separate, unchanged standalone service. Current coverage describes its free, ad-supported catalog as integrated into the Prime Video experience; see coverage of free streaming services. That does not make all of Prime Video free. The app also presents Prime-included programming, rentals, purchases, and add-on channels.
Look for the title’s current access label before watching. A free-with-ads title is different from something included with a paid Prime membership, available only through a trial, or offered for rent or purchase. Amazon’s Prime Video storefront is the place to check what is currently available, but titles and labels may change.

Choose it if: you already use Amazon’s video app and are willing to check each title’s terms. Skip it if: you want a catalog where free viewing is the clear default.
What “free” means—and what it does not
- Free with ads: Tubi, Pluto TV, The Roku Channel, and Plex’s free streaming catalog use advertising to support viewing.
- Library or educational access: Kanopy and Hoopla depend on a participating institution and its eligibility and lending rules.
- Free titles inside a mixed paid app: Prime Video includes selected ad-supported titles alongside paid options. The Roku Channel also offers optional premium subscriptions alongside free programming.
- Free trial: A trial is a temporary promotion that may convert to a paid subscription; it is not the same as a free catalog.
Some free services allow basic viewing without an account, while other features or services may require one. A library card, location check, compatible app, and internet connection may also be necessary. Tubi specifically says its free service does not require a credit card; do not assume that rule applies to every app, particularly a service connected to a broader shopping or subscription account.

- Have a participating library or university account and want documentary or independent cinema? Check Kanopy.
- Want to borrow movies alongside ebooks or audiobooks? Check whether your library offers Hoopla.
- Already use Amazon’s video app? Browse Prime Video’s free catalog, but verify the title’s access label.
Devices, availability, and offline viewing
App availability is not the same as catalog availability. A service may have an app in your country while offering a different set of titles, and support can differ by device model, operating system, and app store. The Roku Channel’s published support includes Roku, Fire TV, Google TV, compatible Samsung TVs, web, Android, and iOS. Tubi lists a broad mix of mobile, TV, console, and web options. For other services, check the publisher’s official app listing on the device you intend to use rather than relying on a list for another region.
Most free ad-supported services are primarily streaming services, not a dependable way to build an offline movie library. TechRadar’s overview of free streaming services notes that most do not offer ordinary offline downloads. Kanopy and Hoopla can have different borrowing and download behavior depending on the title, app, and license, so check the current title and app details before relying on offline playback.
Are free movie apps legal and safe?
The services in this list are presented as legitimate services with distribution or licensing arrangements, rather than apps that promise unrestricted access to every new release. Tubi explicitly describes its service as legal and says advertising funds free viewing at tubitv.com. An app’s use of the word “free,” or its presence in an app store, is not by itself proof that its movie streams are authorized.
For safer viewing, install apps from your device’s official app store or the service’s own site. Avoid sideloaded APKs from unknown sources, unofficial add-ons that link to unauthorized streams, suspicious download buttons, and sites promising every current theatrical release at no cost. Those can expose you to misleading ads, unwanted software, or security risks. Do not grant unusual permissions or send cryptocurrency to access a movie catalog.

Common problems and what to do
A movie has disappeared
Streaming rights expire and catalogs rotate. Search the title across several legitimate services rather than assuming it has been permanently removed. Availability can also differ by country.
A title that looked free opens a paid offer
Pause and check whether the title is labeled free with ads, included with a subscription, rental, purchase, trial, or add-on channel. This distinction matters most in apps that place free and paid programming together.
Your library card does not work
Confirm that your library participates, the card is current, you are eligible by address, and you selected the correct library system. A local lending limit or a title’s licensing may also affect access. Your library can explain its own rules.
You cannot find the app on your TV
Check the TV model, operating-system version, country, and manufacturer app store. If it is unavailable, use another supported device or the web version where offered. Do not install a random APK to work around an app-store restriction.
Ads interrupt the movie too often
If ad breaks are the issue, try Kanopy or Hoopla if you have eligible library access; their viewing model is generally not conventional ad-supported streaming. For ad-supported services, choose on-demand viewing when you want to control the movie, or a live channel when scheduled programming is part of the appeal. Ad frequency is not fixed across titles and services.
For families: free does not mean age-appropriate
Check a film’s rating and content before children watch. Use kids’ profiles and parental controls where the service offers them, and confirm that the profile or setting is active on the device being used. The availability of children’s programming does not mean every title in a free catalog is suitable for every age.
Can you watch new theatrical movies for free?
Usually not in the same way you can rent a recent release. Free services commonly rotate older licensed films, independent productions, documentaries, television movies, classics, and occasional recognizable studio titles. A particular new release should not be expected unless you confirm that exact movie, service, country, and access label at the time you watch.
