Short answer: using the modern Krakoan definition of Omega-Level, Isca the Unbeaten ranks first for matchup reliability, followed by Hope Summers, Vulcan, Magneto, Jean Grey, and Charles Xavier. That does not make Isca the most destructive mutant in Marvel history. It means her victory-based power is exceptionally difficult to defeat under the right conditions.

This is an editorial ranking of the 36 named post-Krakoa Omega-Level mutants identified in the research base, ordered by demonstrated ceiling, versatility, reliability, and matchup potential. It is not an official Marvel power chart. Marvel has never published a definitive strongest-to-weakest ranking, and the answer changes with preparation, emotional state, writer, host body, battlefield, and access to outside forces.

What Omega-Level means in Marvel Comics

The modern definition comes from House of X #1, published on July 24, 2019, by writer Jonathan Hickman and artist Pepe Larraz. An Omega-Level mutant is one whose dominant power has an undefinable upper limit within its specific classification.

That wording matters. Omega-Level does not mean that a character is unbeatable, that every ability they possess is unlimited, or that they automatically outrank every non-Omega character. The classification applies to a particular dominant power. Storm is Omega-Level for weather manipulation, Iceman for temperature manipulation, and Magneto for magnetism, even though each has developed additional skills.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Krakoan-era definition is also narrower and more dependable than many older uses of the term. Before Krakoa, characters were sometimes called Omega-Level simply because they were exceptionally powerful. This ranking therefore prioritizes characters explicitly identified under the modern standard or added to the expanded Arakkii and post-Krakoa roster.

The ranking at a glance

Rank Mutant Dominant Omega power Why the placement matters
1 Isca the Unbeaten Probability manipulation Her power bends defined contests toward victory.
2 Hope Summers Power manipulation and amplification She can copy, control, combine, and enhance mutant abilities.
3 Vulcan Energy manipulation He absorbs, generates, redirects, and weaponizes many forms of energy.
4 Magneto Magnetism His electromagnetic control reaches from precision attacks to planetary-scale feats.
5 Jean Grey Telepathy Her natural psychic abilities can bypass physical durability.
6 Charles Xavier Telepathy His range, precision, and willingness to use extreme psychic measures make him exceptionally dangerous.
7 Legion Power manifestation His personalities provide an enormous and unpredictable power library.
8 Elixir Biokinesis Healing, resurrection, and direct biological attacks give him extraordinary influence over life.
9 Nameless Mimicry Her potential rises dramatically whenever she can copy a stronger mutant.
10 Quentin Quire Telepathy He can rival top telepaths, but his control and consistency fluctuate.
11 Mister M Matter manipulation Subatomic control and apparent psychic resistance make him difficult to counter.
12 Storm Weather manipulation Her atmospheric reach includes planetary systems and terraforming.
13 Tarn Genetic manipulation He can rewrite DNA, remove powers, and alter living beings at their biological foundation.
14 Death Destructive ocular projection His gaze can reduce targets to ash, although the application is comparatively narrow.
15 Monarch Reality manipulation Jamie Braddock can reshape reality, time, and alternate realities.
16 Proteus Reality and molecular manipulation His host bodies burn out, placing a practical limit on otherwise immense power.
17 Famine Water manipulation She can create massive storms or remove water from living bodies.
18 Lactuca Cosmic perception and spatial manipulation Her teleportation and cosmic-scale awareness are impressive but underexplored.
19 Iceman Temperature manipulation His ice bodies, consciousness transfer, and practically unlimited ice generation are difficult to contain.
20 Forge Intuitive invention and technology Preparation can turn his ability into almost any solution, but preparation is still a condition.
21 Genesis Plant manipulation Her control of vegetation and microscopic biological agents could threaten entire civilizations.
22 Jaden Nuclear-energy manipulation He has immense area-destruction potential but fewer demonstrated applications.
23 Xilo Planetary symbiosis and terraforming Xilo can merge with planets and environments, though combat limits remain unclear.
24 Uqesh Divine summoning The ceiling depends heavily on which god appears and whether it cooperates.
25 Pestilence Biological infection Her poisoned arrows are lethal but conditional.
26 Idyll Precognition Future knowledge is strategically powerful but does not guarantee control over events.
27 Idyll III Precognition She has the same basic advantage and limitation as Idyll.
28 Exodus Telekinesis His scale is extraordinary, but the power is less broadly versatile than those ranked above it.
29 War Fire manipulation Her flames are dangerous, but comparatively straightforward to defend against.
30 Sobunar Water manipulation His oceanic scale is substantial, although the documented applications are narrower than Famine’s.
31 Krakoan, or Julian Keller Telekinesis His post-Krakoa classification is confirmed, but Exodus has the stronger demonstrated ceiling.
32 Orrdon Kinetic acceleration His speed and impact increase with distance, but he needs room to build momentum.
33 Lodus Logos Metal generation Unlimited metal creation is useful, but not as broadly demonstrated as Magneto’s control.
34 Kobak Penetrating quills Quills that can penetrate anything suggest a huge ceiling, but the applications are limited.
35 Maggott Digestive energy conversion His slugs convert consumed matter into enhanced physical power, making the ability specialized and resource-dependent.
36 Lycaon Werewolf physiology His bestial transformation is formidable, but its documented ceiling is the least expansive here.

The researched comparison source describes its roster as 37 characters, but names 36 and skips number 11. The list above corrects that numbering error rather than reproducing it.

1–10: The mutants with the highest overall threat potential

1. Isca the Unbeaten — probability manipulation

Isca takes the top spot because her power attacks the conditions of a contest rather than merely attacking an opponent. In a fight, vote, wager, or other defined competition, circumstances move toward Isca’s victory. That makes her one of the hardest mutants to defeat in a direct matchup.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Her position is about reliability, not raw energy output. The catch is that victory does not necessarily mean a favorable personal outcome. Isca’s power can interpret winning in ways that involve sacrifice, death, or another result she would not ordinarily choose. That conceptual limitation is why she is not simply treated as omnipotent.

2. Hope Summers — power manipulation and amplification

Hope can copy nearby mutant abilities, immediately gain control of them, and amplify the powers of allied mutants. In a team battle, that makes her a force multiplier as much as an individual combatant. Her threat level depends on the Omegas around her, but that is an advantage rather than a weakness when she has access to a strong team.

Range, duration, and the strain of using several abilities heavily are the main practical constraints. Even so, Hope’s versatility allows her to answer far more situations than a specialist who has only one attack mode.

3. Vulcan — energy manipulation

Gabriel Summers can absorb, generate, redirect, and weaponize multiple forms of energy. That includes the obvious destructive applications, but also absorption, defense, propulsion, and interference with other powers. His ability to affect a mutant’s neurological systems gives him a route around conventional durability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Vulcan has also been used to suppress Jean Grey’s telepathy, a particularly important feat when comparing him with other top-tier Omegas. He ranks above Magneto here because his energy control is broader in direct combat, although the two can exchange places depending on the battlefield.

4. Magneto — magnetism

Magneto’s Omega power is much more than lifting metal. He controls electromagnetic forces, creates force fields, projects energy, influences matter at a distance, and has produced feats on a planetary scale. His defenses can protect him from attacks that would destroy ordinary targets, while his electromagnetic control gives him both precision and mass-destruction options.

Marvel explicitly identifies Magneto as an Omega-Level mutant, and official reference material records his ability to manipulate adamantium. He ranks below Vulcan only because this editorial list gives slightly more weight to the breadth of energy types Vulcan can absorb and manipulate.

5. Jean Grey — telepathy

Jean is one of Marvel’s premier natural telepaths even when the Phoenix Force is excluded. She can read and rewrite minds, manipulate emotions, create illusions, launch psychic attacks, and defend against other telepaths. A sufficiently powerful telepath can bypass armor, strength, and physical regeneration altogether, which is why Jean remains near the top.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This ranking counts Jean’s mutant telepathy only. The Phoenix is a separate cosmic entity and is not part of her baseline Omega-Level mutant power. Adding the Phoenix would answer a different question.

6. Charles Xavier — telepathy

Xavier’s psychic ceiling includes long-range projection, memory extraction, brain rewriting, possession or transfer, and lethal mental attacks. His power can end a confrontation without requiring him to overcome an opponent’s physical defenses.

Jean ranks above him here because her control, combat range, and overall modern portrayal are more consistently exceptional. Xavier’s willingness to use extreme measures, however, makes him one of the most dangerous mutants in a matchup. His later Omega designation is cited in X-Men #13 from 2025, which is one reason older lists may place him differently or omit him.

7. Legion — power manifestation

David Haller’s personalities can manifest different mutant powers, giving him an enormous and unpredictable toolkit. Depending on which personality is active, Legion may possess an answer to physical attacks, psychic threats, energy manipulation, or reality-level problems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

His weakness is control rather than a clearly defined upper boundary. Psychological instability, conflicting personalities, and the difficulty of coordinating his abilities can make him less reliable than Hope or the strongest telepaths. Earlier material has been summarized as giving him more than 200 Omega-Level personas, but the exact count and continuity context should not be treated as a permanent fixed statistic.

8. Elixir — biokinesis

Joshua Foley controls biological structures. That gives him the ability to heal, resurrect, alter disease states, restore damaged bodies, and attack an enemy directly at the level of their biology. His power is useful in a battle, but its greatest significance may be as a civilization-scale recovery ability.

Elixir’s restoration of the 16 million Genosha victims is one of the most consequential support and recovery feats associated with a mutant. He ranks below Legion because his power is less broadly adaptable, but above most specialists because biological control can affect both life and death.

9. Nameless — mimicry

Nameless can copy the appearance and powers of other mutants. Her baseline placement is therefore misleading: the stronger the mutant available to copy, the higher her potential ceiling becomes. In the right environment, she could replicate an Omega power with far more destructive or strategically decisive applications than her own ordinary profile suggests.

  • DISPLAY-WORTHY ARTICULATION: Collectible action figure features over 20 points of articulation with fully poseable head, arms, and legs for dynamic poses on your shelf

The uncertainty is also the reason she does not rank higher. Mimicry depends on access, the quality of the copy, duration, and whether she can use the copied power with the original owner’s skill.

10. Quentin Quire — telepathy

Kid Omega is repeatedly presented as a telepath capable of rivaling Jean Grey. His abilities include mental attacks, psychic communication, telekinetic applications, and powerful defenses. His youth and volatility can make him unpredictable, but they also make his performance inconsistent from story to story.

Quentin sits below Jean and Xavier because control, experience, and reliability matter in a ranking based on matchup potential. His maximum output is much closer to the top of the list than his average performance suggests.

11–20: Reality, biology, weather, and battlefield control

11. Mister M, or Absalon Mercator — matter manipulation

Mister M manipulates matter at the subatomic level. He can create lifeforms, remove oxygen, phase through matter, produce weapons, and project energy. Those applications make him more versatile than a simple matter-shaper and give him options against both living targets and the environment itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

His apparent immunity to psychic control is particularly valuable in a roster dominated by top-level telepaths. He ranks below the first ten because his overall ceiling is less consistently demonstrated, not because his ability is narrow.

12. Storm, or Ororo Munroe — weather manipulation

Storm’s Omega-Level power controls the atmosphere, but her practical reach extends far beyond creating lightning or a localized storm. She can influence planetary weather systems, form lightning constructs, unleash energy attacks, and transform environments. Her role in terraforming Mars demonstrates why she belongs comfortably in the upper half.

Storm ranks below the leading reality, energy, and psychic manipulators because weather control usually works through an environment that can be disrupted or denied. With time and an atmosphere to command, however, she can operate on a global scale.

13. Tarn — genetic manipulation

Tarn can rewrite DNA, remove mutant powers, and grant or alter abilities. His power is less visually spectacular than Magneto’s or Storm’s, but it attacks the biological foundation of superhuman capability. In a setting where many opponents depend on mutation, that is potentially decisive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

He ranks below broad reality and energy manipulators because genetic alteration may require the right access or circumstances. Against a biological target, though, Tarn can be far more dangerous than his position suggests.

14. Death — destructive ocular projection

Death can reduce targets to ash with his gaze. That is one of the cleanest lethal powers on the list: it does not depend on overpowering an opponent’s muscles or breaking through conventional armor.

His lower placement reflects the comparatively narrow application. A devastating gaze is not as flexible as reality manipulation, psychic control, or power copying, and the ranking gives credit to characters who can attack, defend, travel, and reshape the battlefield in several different ways.

15. Monarch, or Jamie Braddock — reality manipulation

Jamie Braddock can reshape reality, manipulate time, and create alternate realities. On paper, those are powers that could place him above nearly everyone. The ranking puts him below the leading psychics and energy manipulators because his performance and reliability are less consistent across stories.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

He ranks above Proteus because his body does not appear to burn out as quickly from using his power. That gives Monarch a more sustainable practical ceiling.

16. Proteus, or Kevin MacTaggert — reality and molecular manipulation

Proteus can reshape surrounding molecules and effectively alter reality. He can turn the environment into a weapon, change physical conditions, and produce effects far beyond ordinary matter manipulation.

The critical limitation is his host body. Proteus burns through bodies under the strain of his power and must transfer into new hosts. That recurring cost prevents him from ranking with the most durable reality manipulators, despite his enormous theoretical ceiling.

17. Famine — water manipulation

Famine controls water on a scale large enough to create enormous typhoons. She can also drain water from living organisms, potentially killing them through dehydration. That combination of environmental control and direct biological threat makes her more dangerous than a conventional hydrok อinetic character.

She ranks below the reality manipulators because her options are tied more closely to water and moisture. Against an unprepared population or in a water-rich environment, her position could look conservative.

18. Lactuca — cosmic perception and spatial manipulation

Lactuca can teleport, become difficult to detect, fly, increase her size, and perceive or manipulate phenomena on a cosmic scale. Her mobility and information advantage could be more important than raw damage in a strategic conflict.

Rank #3
Marvel Legends Maximum Series Deadpool, Deluxe Deadpool Comics Collectible 6-Inch Action Figure with 24 Accessories Including X-Force’s Doop
  • HERE COMES THE DEADPOOL: This collectible Deadpool action figure is inspired by the character's appearance in classic Deadpool, X-Force, and X-Men comic books
  • MAXIMUM DESIGN AND DECO: Fans and collectors can display premium Marvel 6 inch action figures (15 cm) with comics-inspired design and deco in their collection
  • MARVEL COMICS-INSPIRED ACCESSORIES: This officially-licensed Hasbro Marvel Legends deluxe action figure is bursting with 24 accessories, including alternate hands, alternate head, blast effects, and weapon accessories; plus Doop with a figure stand
  • MAXIMUM ARTICULATION: Collectible action figure features over 30 points of articulation with fully poseable head, arms, and legs for chimichanga chomping poses on your shelf or random comic mayhem
  • COLLECTIBLE WINDOWED PACKAGING: The open-box display showcases the figure along with accessories and dazzling renders highlighting some of the fantastic ways you can pose your Merc With A Mouth toy

This is a deliberately cautious placement. Lactuca’s full limits remain underexplored, so the available evidence does not justify moving her above characters with more extensively documented battlefield feats.

19. Iceman, or Bobby Drake — temperature manipulation

Iceman’s modern Omega classification applies to temperature manipulation. He can create virtually unlimited ice and water from available moisture, manipulate temperature, survive by creating new ice bodies, and transfer his consciousness into his constructs.

Those abilities make him extraordinarily difficult to kill or contain. He ranks below Storm because weather control operates at a broader atmospheric level, but Iceman may be the more persistent opponent in a confined or prolonged fight.

20. Forge — intuitive invention and technology

Forge can understand and create machines for nearly any purpose, including devices tailored to seemingly impossible problems. Later material describes him accessing an Omega-Level degree of this ability, confirming that his classification is not based merely on being a talented inventor.

Preparation is the deciding factor. Given time, materials, and information, Forge can potentially design a counter to almost anyone on this list. In a surprise fight, he is less immediately overwhelming than the major psychic, energy, and reality manipulators, which places him at number 20.

21–30: Civilization-scale powers and dangerous specialists

21. Genesis — plant manipulation

Genesis controls plant life, can use vegetation for surveillance, and can weaponize microscopic fungi or other biological agents. Her power could threaten food supplies, ecosystems, and entire civilizations rather than simply defeating one opponent.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

She ranks below the leading Omegas because her effectiveness is more situational. Access to living plant matter, time to spread, and the surrounding environment all matter greatly.

22. Jaden — nuclear-energy manipulation

Jaden can generate and control nuclear energy, giving him devastating potential against ordinary targets and large areas. The destructive ceiling is clearly enormous, but the documented range of applications is narrower than Vulcan’s broader energy control.

That difference explains the ranking. Jaden may produce more immediate devastation in a particular scenario, while Vulcan has more ways to absorb, redirect, defend, and adapt.

23. Xilo — planetary symbiosis and terraforming

Xilo is an ancient insect collective capable of merging with planets, terraforming environments, and physically merging with mutants to use their powers. Its planetary scale makes it one of the most unusual entries in the roster.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Its lower placement reflects uncertainty about direct combat. Terraforming and planetary symbiosis are immense strategic abilities, but the currently documented material does not establish a clear one-on-one battle ceiling comparable to Magneto, Vulcan, or the strongest telepaths.

24. Uqesh — divine summoning

Uqesh can summon gods, including beings that may not want to appear. The theoretical ceiling is therefore determined partly by the identity and power of the summoned entity rather than by Uqesh alone.

That dependency makes the power difficult to rank. A cooperative god could change the scale of a conflict, while an unwilling or hostile one could make the ability ineffective or actively dangerous to its user.

25. Pestilence — biological infection

Pestilence uses poisoned arrows to infect enemies. A successful hit can turn a conventional attack into a potentially fatal biological threat, giving her more lethality than a simple projectile user.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

She ranks below broader biological manipulators such as Elixir and Tarn because the documented delivery method is more conditional. Accuracy, distance, defenses, and the target’s ability to avoid infection all affect the outcome.

26. Idyll — precognition

Idyll can see the future, providing an enormous strategic and informational advantage. Knowing what is about to happen can prevent ambushes, expose plans, and improve every decision made by an allied team.

Precognition is not the same as control. A vision may reveal an event without giving Idyll the power to stop it, and changing the future can make the information difficult to interpret. That is why she ranks below more direct battlefield manipulators.

27. Idyll III — precognition

Idyll III has a similar future-seeing function and inherits the same fundamental strength and weakness. Her power may be invaluable in planning, diplomacy, and survival, but it does not automatically provide the physical force or reality control needed to impose a preferred outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Rank #4
Marvel Legends Series Professor Hulk, Incredible Hulk Comics Collectible 6-Inch Scale Action Figure Set
  • COMICS-INSPIRED PROFESSOR HULK ACTION FIGURE: Collectible Professor Hulk figure is inspired by his appearance in Marvel's Incredible Hulk comics
  • PREMIUM DESIGN AND DECO: Fans and collectors can display premium figures with comics-inspired design and deco in their collection

  • DISPLAY-WORTHY ARTICULATION: Collectible action figure features over 20 points of articulation with fully poseable head, arms, and legs for dynamic poses on your shelf

The close placement of Idyll and Idyll III reflects the similarity of their documented functions rather than a claim that one is universally stronger in every story.

28. Exodus, or Bennet du Paris — telekinesis

Exodus is described as the most powerful telekinetic in the Marvel Universe. He can move objects regardless of size, enhance his own body, and even create water from thin air. His scale is far beyond ordinary telekinesis.

He ranks lower than several characters with apparently less raw force because this list weighs versatility and matchup access as well as output. Telekinesis is immensely powerful, but reality alteration, power copying, biological control, and high-end telepathy can affect more categories of problem.

29. War — fire manipulation

War can conjure and control fire, use it offensively, and replace severed body parts with flames. Her power provides both attack and a degree of resilience, making her more than a simple flame projector.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

She ranks below the other major elemental manipulators because fire is comparatively easier to contain, redirect, or deprive of a useful target. Her placement is about breadth, not whether her flames are dangerous.

30. Sobunar — water manipulation

Sobunar manipulates water and maintains awareness of the oceans he creates. That gives him substantial environmental reach and a distinctive relationship with his own power.

He ranks below Famine because the currently documented applications are narrower. Famine combines large-scale water control with the ability to dehydrate living targets, while Sobunar’s strongest evidence centers more directly on creating and perceiving oceans.

31–36: The lower end of the modern Omega roster

31. Krakoan, or Julian Keller — telekinesis

Julian Keller, known here as Krakoan, is a powerful telekinetic whose Omega classification was confirmed in the post-Krakoa period. His ability is serious enough to qualify under the modern standard, but the available evidence gives Exodus the stronger demonstrated telekinetic ceiling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The placement should not be read as meaning Julian is weak. It reflects how extraordinary the upper part of this particular roster is.

32. Orrdon — kinetic acceleration

Orrdon can launch himself like a rocket, accelerate continuously, and become invulnerable while accelerating. With enough distance, the resulting impact can be devastating.

His main limitations are space and maneuverability. Confined locations, short engagements, obstacles, and opponents who can attack before he builds momentum all reduce the value of his power.

33. Lodus Logos — metal generation

Lodus Logos can create unlimited metal in different shapes and sizes. That is useful for weapons, structures, barriers, restraints, and construction, and it makes him valuable outside direct combat.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

He ranks far below Magneto because generating metal is not the same as controlling electromagnetic forces. Magneto can manipulate existing matter, energy, fields, and adamantium; Lodus’s documented strength is the creation of the material itself.

34. Kobak — penetrating quills

Kobak’s body produces quills said to penetrate anything. If that description is taken at face value, the power has an exceptionally high theoretical ceiling against armor, force fields, and other defenses.

There are fewer broad applications and major demonstrations available for comparison, however. The ranking therefore preserves the distinction between an impressive theoretical property and a fully documented, versatile power set.

35. Maggott, or Japheth — digestive energy conversion

Maggott’s two living digestive slugs convert consumed material into power. That process grants enhanced strength, speed, durability, and changes in size, making him a dangerous physical combatant when he has the necessary resources.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

His power is more specialized and resource-dependent than those of most higher-ranked Omegas. The need to consume material also gives opponents a clearer way to limit his options.

36. Lycaon — werewolf physiology

Lycaon is identified as an Omega-Level mutant despite having a comparatively straightforward bestial transformation and enhanced physical ability. He is faster, stronger, tougher, and more dangerous than an ordinary human, but those traits do not display the same expansive range as the other powers on this list.

He ranks last because his documented ceiling is the least broad among the 36 named modern Omegas, not because he would be harmless in a conventional fight.

Why Arakko changed the Omega-Level list

The Arakkii mutants greatly expanded the known Omega roster. Their culture treats Omega status as a meaningful political and military category, and X-Men: Red #5 states that no non-Omega mutant has held a seat on the Great Ring of Arakko.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That context explains why the modern list includes characters whose powers are unfamiliar to readers who know only the original X-Men teams. Isca, Tarn, Death, Famine, Lactuca, Genesis, Xilo, Uqesh, Pestilence, Idyll, War, Sobunar, Orrdon, Lodus Logos, and Kobak represent the wider Arakkii side of the classification. Their lower positions in this ranking should not be mistaken for low importance: several possess environmental, biological, political, or planetary abilities that are more consequential outside a one-on-one fight.

Important exclusions and continuity disputes

Franklin Richards

Franklin appeared on the original Omega-Level list in House of X #1. Later continuity treated him as not being a mutant, so he is not ranked as a current mutant here. He belongs in a historical or disputed-status discussion rather than in the main post-Krakoa roster.

The Phoenix Force

The Phoenix Force is a cosmic entity, not a mutant. Jean Grey’s number-five placement measures her natural telepathy without adding the Phoenix. A Jean Grey empowered by the Phoenix would be a much larger cosmic comparison, but it would not be a clean comparison of mutant Omega powers.

Scarlet Witch

Wanda Maximoff was historically treated as a mutant, but modern continuity no longer consistently identifies her that way. She is therefore excluded from this current mutant ranking, even though her reality-altering abilities would make her a major figure in a broader Marvel power list.

Emma Frost and Nate Grey

Emma Frost and Nate Grey have historical or alternate-era Omega references. They are omitted because the modern post-Krakoa roster used here applies the narrower, specific-power definition more consistently.

Why the list has 36 characters instead of 37

The current comparison source describes its roster as 37 characters, but its actual named list contains 36 and skips number 11. This article counts the names rather than repeating the numbering mistake. New classifications and future continuity could expand or rearrange the roster again.

How this ranking was decided

The order combines four factors:

  • Demonstrated ceiling: how far the character’s power has been shown to reach, from individual targets to planetary or reality-scale effects.
  • Versatility: whether the power can attack, defend, travel, gather information, alter the environment, or support allies.
  • Matchup reliability: how many different kinds of opponent the mutant can threaten and how easily an opponent can exploit a limitation.
  • Practical constraints: range, concentration, preparation, available materials, host-body failure, emotional stability, and dependence on another entity.

This is why Isca is ranked above mutants with vastly greater destructive output, why Forge is not placed near the bottom despite needing preparation, and why Proteus ranks below Monarch despite having similarly extreme reality-changing potential. A power ranking is not the same thing as a list of the biggest explosions.

The list also excludes live-action, animated, and video-game versions. Those adaptations may portray the same characters at different power levels, but mixing them into a comics continuity ranking would make the comparison less precise.

Primary comics reading order

These issues provide the most useful route through the definition, the original list, the Arakkii expansion, and several later classifications:

  1. House of X #1: establishes the modern definition and the original Krakoan Omega-Level data page. Marvel lists the issue as published July 24, 2019, written by Jonathan Hickman and drawn by Pepe Larraz. Marvel also provides a digital reading path through Marvel Unlimited.
  2. Planet-Size X-Men #1 (2021): important for Storm’s planetary-scale feat and the wider Arakkii context.
  3. X-Men: Red #5 (2022): establishes the Great Ring requirement that its members be Omega-Level mutants.
  4. X-Force #1 (2024) and related From the Ashes material: relevant to Forge accessing an Omega-level degree of his invention ability.
  5. Storm #4 and #10 (2025): cited by the comparison source in connection with the post-Krakoa classifications of Jaden and Maggott.
  6. X-Men #13 (2025): cited for Charles Xavier’s later Omega designation.

The House of X/Powers of X collected edition is the most efficient starting point for readers who prefer a single book, while individual readers seeking the Arakko material may want to track down the relevant issues separately. Availability and formats vary by region and retailer.

Frequently Asked Questions

Is this Marvel’s official ranking of Omega-Level mutants?

No. Marvel defines the Omega-Level category, but it does not publish an official strongest-to-weakest chart. The order here is editorial analysis based on demonstrated ceiling, versatility, matchup reliability, and practical limitations.

Who is the strongest Omega-Level mutant?

Isca the Unbeaten ranks first in this list because her probability-based victory power is unusually difficult to counter in a defined contest. If the question means raw destructive output rather than matchup reliability, Vulcan, Magneto, Storm, Jaden, and several reality manipulators become stronger candidates.

Does Jean Grey’s ranking include the Phoenix Force?

No. Jean’s number-five placement measures her natural mutant telepathy. The Phoenix Force is a separate cosmic entity, so including it would not be a comparison of Jean’s baseline Omega-Level mutant power.

Why are Franklin Richards and Scarlet Witch not included?

Franklin was on the original House of X list, but later continuity treated him as not being a mutant. Scarlet Witch was historically classified as a mutant, but modern continuity no longer consistently does so. Both are better handled as continuity-dispute cases than as current entries.

Why are there 36 mutants when some lists say 37?

The researched comparison source calls its list 37 characters but actually names 36 and skips number 11. This article corrects the numbering and ranks the 36 named post-Krakoa mutants covered by that roster.

The Bottom Line

Bottom line: Isca is the best overall matchup threat, Hope is the most dangerous force multiplier, and Vulcan, Magneto, Jean Grey, and Xavier represent the highest tier of direct energy and psychic power. But the lower-ranked Omegas are not ordinary mutants: many possess planetary, biological, environmental, or strategic abilities that could reshape a civilization under the right conditions. The ranking is best read as a comparison of demonstrated ceiling and practical threat, not as permanent Marvel canon.
